MINUTES OF THE HUGO PLANNING COMAUSSION MEETING - 2-19-97 <br />The meeting was called to order by Chairperson Peltier at 7:05PM. <br />PRESENT: Waller, Schumann, Rubenzer, Kellison, Peltier, Ed Elliott, Carole LaBelle <br />ABSENT: Malaski <br />Motion made by Kellison, seconded by Peltier to approve the Minutes of January 22, 1997, as amended. <br />AYE: Waller, Schumann, Kellison, Peltier <br />ABSTAIN: Rubenzer <br />SITE PLAN APPROVAL - BILL BARRETT <br />Dr. Bill Barrett is requesting site plan approval for an addition to the commercial office building at 5673 <br />147th St. The intent is to construct a 2990 square foot addition to the existing 4000 square foot Hugo <br />Chiropractic Clinic Building. The proposed addition is designed to match the existing front and rear <br />building lines. A variance to setback was approved June 3, 1996 for construction of this addition subject <br />to an approved site plan. <br />The site plan shows a total of 36 parking spaces, landscaping, an enclosed trash area, and improvements <br />to the exterior of the existing office building. Site plan improvements discussed in May 1996, included <br />the following: <br />1. Eliminate the Highway 61 access. <br />2. Landscaping plan. <br />3. Building design. <br />Motion made by Kellison, seconded by Schumann to table this request until March 26, 1997, due to the <br />absence of the applicant. <br />All aye, motion passed. <br />SPECIAL USE PERMIT - LESSARD NYREN/SBA <br />Lessard/Nyren Leasing, LLC, and SBA, Incorporated is requesting to construct a 160 foot wireless <br />communications tower on the Lessard property at 17385 Forest Blvd. North. The 7.2 acre property is <br />zoned industrial and guided commercial/industrial. The property is currently used for Lessard-Nyren <br />Utilities, Inc., with a Special Use Permit for exterior storage granted May 15, 1995. <br />Under the proposed ordinance, antennas are allowed in industrial districts up to 200 feet, allowed in <br />agricultural districts by SUP (this request is for a 160 foot pole). The proposed locationof the pole meets <br />the current setback requirements. <br />The antenna leased area is .08 acres, easement access area is .22 acres. Access to the 2500 square foot <br />tower property and 15' X 20' platform is via a 15 foot driveway easement from the Lessard-Nyren access <br />on TH 61 which is proposed to be class five gravel surface. <br />Motion made by Schumann, seconded by Peltier to recommend approval of the Special Use Permit for <br />Lessard Nyren/SBA (Sprint), for a 160' telecommunications tower subject to the following conditions: <br />
