MINUTES FOR THE PLANNING COMMISSION MEETING OF 04-22-98 <br />The meeting was called to order by Chairperson Peltier at 7:10 PM. <br />PRESENT: Peltier, Rubenzer, Schumann, Kellison, Harrison, Puleo <br />ABSENT: Malaski <br />Kellison made motion, Rubenzer seconded, to approve the Planning Commission minutes of March 25, <br />1998, as submitted. <br />All AYES. Motion carried. <br />Harrison made motion, Kellison seconded, to approve the Planning Commission minutes of April 1, 1998, <br />as submitted. <br />AYES: Peltier, Rubenzer, Kellison, Harrison, Puleo <br />ABSTAIN: Schumann <br />Motion Carried. <br />Chairperson Peltier appointed Schumann as the Acting Chairperson for the evening. <br />MINOR SUBDIVISION (PRESTO <br />Barb Strusinski, 9209 180th Street, and Mr. Gerald M. Preston, P.O. Box 120306, Tyler, TX, requested a <br />minor subdivision of their property located on 180th Street, east of Inwood Avenue in the NE 1/4 of the <br />NE 1/4 of Section 2, consisting of approximately 29.9 acres. The property is zoned Agricultural. They <br />requested to subdivide the property into one 13.4 acre parcel, and one 16.5 acre parcel, both of which meet <br />the minimum lot size and road frontage requirements of the City. The proposed parcel B contains the <br />existing home on the property. <br />Schumann read the public notice as published in the White Bear Press on this matter, then opened the <br />meeting for public discussion. <br />Rice Creek Watershed District approval had not yet been granted as the Prestons were on their agenda for <br />this same night. Schumann stated there were a number of details he felt the Watershed District would be <br />wanting to address. <br />Schumann inquired where the driveway would be and Strusinski said it would be around the wetland, not <br />over it. <br />Puleo motioned, Rubenzer seconded to approve the subdivision under the following conditions: <br />1. Payment of the parkland dedication fee for the newly created lot. <br />2. Approval of the septic system location for parcel A by Washington County <br />3. Approval of the subdivision and site development plan by the Rice Creek Watershed District <br />4. Certification of the regulatory flood protection elevation and minimum first floor elevation for <br />parcel A, by a registered professional land surveyor. <br />All AYES. Motion carried. <br />REQUEST FOR PUD (WAUGHS PRESERVE) <br />Mr. Scott Montgomery, 4910 Highway 61 N., and Edward and Grace Waugh, 14032 Flay Avenue, <br />requested a Planned Unit Development for approximately 11 acres of property located in the N1/2 of the <br />NW 1/4 of Section 29, generally located in the SE quadrant of County Road 8 and TH61, behind Nadeaus <br />Market. The property is zoned RB. The applicants had requested to build 62 townhomes on the site <br />
