MINUTES FOR THE PLANNING COMMISSION MEETING OF 6-23-99
The meeting was called to order by Planning Commission Chairperson Puleo at 7:04 PM.
PRESENT: Kleissler, Peltier, Peterson, Schumann, Puleo
Kellison arrived at 7:10 PM,
Deputy Clerk, Michele Lindau
ABSENT: Malaski
Minutes of April 28, 1999
Peltier made motion, Schumann seconded, to approve the Planning Commission minutes for the meeting of May
26, 1999, as submitted.
All Ayes.
Motion carried.
Site Plan Approval (Interstate Lumber Site)
On May 26, 1999, the Planning Commission had considered a request from Interstate Lumber for site plan
approval to replace storm damaged sheds on their property at 5517 145th St. N. The Planning Commission tabled
site plan approval to allow staff time to determine whether the amount of damaged to the sheds exceeded 50%, and
if so, whether the City could allow the sheds to be reconstructed.
Bruce Neisse, Manager of Interstate Lumber, referred to a report from staff that he felt contained inaccurate
information. Neisse stated their business was strictly retail; no wholesale or manufacturing was being conducted
on the site. Neisse also stated the original building was 6,000 sq. ft. and the storm damaged portion was 2,800 sq.
ft.
At the previous meeting, an adjacent property owner had expressed concern regarding water runoff from the roof
onto their property if the sheds are located on the 0 -setback line. Neisse stated the replacement sheds would be
placed along the property line to the north, therefore would not affect the property being referred to.
Kleissler felt that to "repair" the building would not encompass changing the footprint, and the Regional Manager
for Interstate Lumber, stated they were replacing the building with a stronger structure. Representatives from
Interstate Lumber were unsure why the building was shown as two separate structures on the appraisal when it was
one "L" shaped building.
Kellison felt a variance or special use permit should be applied for to comply with the Zoning Ordinance.
Schumann made motion, Puleo seconded, to recommend approval of the site plan under the condition that they
obtain a letter of non -objection from the property owner adjacent to where the shed would be constructed.
Ayes: Kleissler, Peltier, Peterson, Schumann, Puleo
Nay: Kellison
Motion carried.
Planned Unit Development (Eagle View Meadows Senior Housing)
On May 26, 1999 the Planning Commission had considered the request of Burdette Berntson, 12686 Ethan Ave.
N., Spencer & Linda Arndt, 14134 Fenway Ave. N., and Landholding Group, Inc., 4704 Highway 61, White Bear
Lake, for a Planned Unit Development for 76 rental townhomes. The request had been tabled to allow additional
information from the City Engineer.
