MINUTES OF THE HUGO PLANNING COMMISSION MEETING

<br />Chairman Peltier called the meeting to order at 7:00PM.
<br />PRESENT: Mezzano, Davis, Agness, Rubenzer, Oswald, Olson, Peltier
<br />Attorney Charles Johnson, Administrator Museus, Carole LaBelle
<br />Motion made by Mezzano, seconded by Olson to approve the minutes of April
<br />22, 1992 as amended.
<br />All aye, motion passed.
<br />Mr. Tim Agness was sworn in as Planning Commissioner to serve the balance
<br />of the term vacated by Chuck Henry.
<br />Ronald & Pauline Daubenspeck have requested to subdivide 5.6 acres zoned
<br />Single Family Unit (10,400 sq. ft. minimum) into 4 residential lots. Ms.
<br />Daubenspeck stated they intend to construct a home on proposed lot 1.
<br />Washington County has indicated that driveways to the proposed lots might
<br />be better served by individual driveways with a turn around on site,
<br />rather than a common driveway. Mr. Joe Monno, property owner to the east
<br />is concerned that the small ponding area on the property line between lot
<br />4 and his lot would be enlarged by the additional runoff. Mr. Monno would
<br />like some assurance that this potential problem could be addressed before
<br />building permits are obtained.
<br />Motion made by Rubenzer, seconded by Mezzano to recommend approval of the
<br />request of Ronald and Pauline Daubenspeck to subdivide 5.6 acres into 4
<br />residential lots, subject to the following special conditions and legally
<br />described as; That part of the North half of the Northwest quarter of-
<br />Section
<br />fSection 29, T31N, R21W, Washington County, Minnesota described as
<br />follows: Commencing at the north 1/4 corner of Section 29; thence south,
<br />along the east line of said N1/2-NW1/4, a distance of 825 feet; thence
<br />west, a distance of 362.5 feet to the center of a drainage ditch; thence
<br />north 26 degrees 14 minutes west, along said drainage ditch, a distance of
<br />150 feet to the point of beginning; thence north 40 degrees 59 minutes
<br />west, and continuing along said drainage ditch, a distance of 908 feet,
<br />more or less, to a point on the north line of Section 29, distant 1020.3
<br />feet west of the north 1/4 corner of Section 29, thence east, along said
<br />north line, a distance of 471.7 feet to a point on said north line distant
<br />548.6 feet west of the north quarter corner of Section 29, which point is
<br />the point of beginning of a roadway easement as described in easement deed
<br />dated October 20, 1941, recorded October 21, 1941 in Book 136 of Deeds,
<br />page 607, in the office of the Register of Deeds, Washington County,
<br />Minnesota; thence southeasterly, along said road center line, a distance
<br />of 266 feet, more or less, to the point of intersection with a line that
<br />bears north 11 degrees 31 minutes east from the point of beginning; thence
<br />south 11 degrees 31 minutes west, along said line, a distance of 595 feet,
<br />more or less, to the point of beginning; containing 5.6 acres, more or
<br />less, and subject to County Rd. No. 8A along the northerly line, also
<br />subject to the existing drainage. ditch along the southwesterly line
<br />thereof.
