MINUTES FOR THE HUGO CITY COUNCIL MEETING OF NOVEMBER 7, 1994 <br />The meeting was called to order by Mayor Walter Stoltzman at 7:00 . <br />PRESENT: Barnes, Miron, Stoltzman <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Joel Dresel <br />City Clerk, Mary Ann Creager <br />ABSENT: Bernard Brunotte, Leroux: <br />Councilman Leroux: arrived at 7:10 PH. <br />Miron made motion, Barnes seconded, to approve the minutes for the City <br />Council meeting of October 17, 1994, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Stoltzman seconded, to approve the claims for November <br />7l 1994, .in the amount of $25,561.69. <br />All. aye. Motion Carried. <br />EUNL.1C:: HEARING_P"IGlUOR ORDINANCE) (Councilman Leroux; arrived at 7:10 PH.) <br />A public hearing was scheduled for 7:05 PH to consider adoption of a <br />proposed ordinance amending the licensing and regulation of the sale and <br />consumption of liquor in the City of Hugo. As required by law, individual <br />notice of the hearing was sent to all current liquor license holders in <br />the City. Catherine Anderson, owner of Carpenter's, and representing the <br />liquor license holders in Hugo, addressed the Council stating their <br />reasons for opposing any increase in fees, and requested that the fee be <br />reduced rather than increased. Because of the absence of a Council <br />member-, Attorney Galler stated that a 4/5's vote is required to adopt an <br />ordinance. <br />Barnes made motion, Stoltzman seconded, to table this matter until the <br />meeting of November 21, 1994 in anticipation of full Council <br />representation. <br />All aye. Motion Carried. <br />MINOR SUBDIVISION (BERNTSON) <br />Burdett.e Berntson, 12686 Ethan Avenue North, applied to subdivide 27.8 <br />acres of agricultural zoned property at the SE 1/4 of the SE 1/4 of T31N, <br />R21W, into one lot of 17.29 acres and one lot of 10.53 acres. The Hugo <br />Planning Commission considered this request on October 26, 1994, and <br />recommended approval of the request subject to the applicant providing <br />evidence of an approved site for the construction of a septic system for <br />the lot being created on Fiona Avenue. <br />Stoltzman made motion, Miron seconded, to table this request until the <br />applicant provides the City with proof of adequate septic system for the <br />proposed lot. <br />All aye. Motion Carried. <br />
