PRESENT: Barnes, LeroUX, Miron, Stoltzman City Administrator, Robert MUseUs City Attorney, Greg Gal.ler City Clerk:., Mary Ann Creager ABSENT: Bernard Brunotte LeroUX made motion, Barnes seconded, to approve the minutes for the regular City Council meeting of October 18, 1993, as submitted. All. aye. Motion Carried. Miron made motion, Barnes seconded, to approve the claims for November 1, 1997., in the amount of $152,012.36. All. aye. Motion Carried. PETITION FOR IMPROVEMENTS (FI ONA AVENUE)_ At the City Council meeting of October 18, 199', the City Council received a petition from residents abutting Fiona Avenue for improvement of the street by the installation of bituminous pavement, pursuant to Minnesota Statutes, Chapter 49. During the meeting, residents of the street, stated that they were not interested in the project. Daniel Fallen and David Cooler requested that their names be removed from the petition. Staff reviewed City records that indicate the Harlee Anderson's property does not abut Fiona Avenue, but rather the street lies totally on the property of residents to the west. Recomputing of the valid signatures, after subtracting the Anderson's, Fallen's, and Cooper's front footage, show approximately 25 of the front -footage owners on Fiona Avenue have signed the petition, less than the 35% required by Statute in order for the City to order the project by a "?:/5's vote. Residents of Fiona Avenue were present, and addressed the Council stating why they were against the project. Harlee Anderson stated that he did not expect the residents to pay for both sides of the road, and expected that he would pay for his portion. Miron made motion, LerOUx seconded, to deny the petition requesting the bituminous surfacing of Fiona Avenue, north of 120th Street and south of 125th Street. All aye. Motion Carried. STOP SIGN REQUEST (-126TH SIREE.1) At the City Council meeting of October 18. 199.71. the Cit;' Council considered a request from Mr. Robert Hanson, of 4920 126th Street, for the installation of a STOP sign on 126th Street at Exhall. Avenue. At that meeting, the Council ordered a review of the County records regarding traffic incidences on the road. The City Administrator prepared a background report for Council consideration, with his recommendation for denial of the request. It was determined by the Council to install playground/children signs, and ask that the '13heriff's Office vigorously enforce speed limits in that area.
