MINUTES FOE; THE _HUGO CITY [ OUNC I L MEETING OF:_.NOVEMBER_.__I.. _]._99:3 <br />The meeting was called to order by Mayor Stoltzman at 7:(--)(:) PM. <br />PRESENT: Barnes, LeroUX, Miron, Stoltzman <br />City Administrator, Robert MUseUs <br />City Attorney, Greg Gal.ler <br />City Clerk:., Mary Ann Creager <br />ABSENT: Bernard Brunotte <br />LeroUX made motion, Barnes seconded, to approve the minutes for the <br />regular City Council meeting of October 18, 1993, as submitted. <br />All. aye. Motion Carried. <br />Miron made motion, Barnes seconded, to approve the claims for November 1, <br />1997., in the amount of $152,012.36. <br />All. aye. Motion Carried. <br />PETITION FOR IMPROVEMENTS (FI ONA AVENUE)_ <br />At the City Council meeting of October 18, 199', the City Council received <br />a petition from residents abutting Fiona Avenue for improvement of the <br />street by the installation of bituminous pavement, pursuant to Minnesota <br />Statutes, Chapter 49. During the meeting, residents of the street, <br />stated that they were not interested in the project. Daniel Fallen and <br />David Cooler requested that their names be removed from the petition. <br />Staff reviewed City records that indicate the Harlee Anderson's property <br />does not abut Fiona Avenue, but rather the street lies totally on the <br />property of residents to the west. Recomputing of the valid signatures, <br />after subtracting the Anderson's, Fallen's, and Cooper's front footage, <br />show approximately 25 of the front -footage owners on Fiona Avenue have <br />signed the petition, less than the 35% required by Statute in order for <br />the City to order the project by a "?:/5's vote. Residents of Fiona Avenue <br />were present, and addressed the Council stating why they were against the <br />project. Harlee Anderson stated that he did not expect the residents to <br />pay for both sides of the road, and expected that he would pay for his <br />portion. <br />Miron made motion, LerOUx seconded, to deny the petition requesting the <br />bituminous surfacing of Fiona Avenue, north of 120th Street and south of <br />125th Street. <br />All aye. Motion Carried. <br />STOP SIGN REQUEST (-126TH SIREE.1) <br />At the City Council meeting of October 18. 199.71. the Cit;' Council <br />considered a request from Mr. Robert Hanson, of 4920 126th Street, for the <br />installation of a STOP sign on 126th Street at Exhall. Avenue. At that <br />meeting, the Council ordered a review of the County records regarding <br />traffic incidences on the road. The City Administrator prepared a <br />background report for Council consideration, with his recommendation for <br />denial of the request. It was determined by the Council to install <br />playground/children signs, and ask that the '13heriff's Office vigorously <br />enforce speed limits in that area. <br />
