MINUTES FOR THE CITY COUNCIL MEETING OF DECEMBER 8, 199= <br />The meeting was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Barnes, Brunotte, Miron, Stoltzman <br />City Administrator, Robert Museus <br />City Attorney, Greg Galler <br />City Engineer, Howard K:uusisto <br />City Finance Director, Ronald Otk:in <br />City Clerk, Mary Ann Creager <br />ABSENT: James Leroux (Councilman Leroux; arrived at 7:40 PM.) <br />Barnes made motion, Brunotte seconded, to approve the minutes for the <br />regular City Council meeting of November 15, 1993, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Brunotte seconded, to approve the minutes for the <br />special Council meeting of November 29, 1993, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Brunotte seconded, to approve the claims for December <br />8, 199•:x, in the amount of $63,604.26. <br />All aye. Motion Carried. <br />PUBLIC HEARING (TRUTH IN TAXATION) <br />In accordance with State Statute, the City's Truth in Taxation hearing for <br />1994 was held at 7:05 PM. As required by State Statutes, the following <br />items were discussed: <br />1. Percent of total proposed budget representing total compensation <br />costs. <br />2. Number of employees by general classification, and whether full or <br />part-time. <br />3. Number and budget expenditures for independent contractors. <br />4. The effect of budget increases or decreases on the proposed tax: levy. <br />The public hearing was called to order, and two residents addressed the <br />Council, both of whom were concerned with valuations of their property, <br />and not the budget. (Councilman Leroux; arrived at 7:40 PM). The Council <br />then discussed funding requests from the Hugo Fire Department and the <br />White Bear Counseling Center. <br />Miron made motion, Leroux: seconded, directing City staff to remove funding <br />the White Bear Counseling Center from the 1994 budget, and begin an effort <br />to have Washington County incur the cost of funding the Center. <br />VOTING AYE: LeroUx and Miron <br />VOTING NAY: Barnes, Brunotte, Stoltzman <br />Motion Failed. <br />The City Administrator was directed to work on the 1994 budget to include <br />funding for the Counseling Center and requests from the Hugo Fire Dept. <br />
