MINUTES_ FOR THE CITY _COUNCIL _MEE:Y I:NG . OF_ ,'.)UL.Y 6. 1.992. <br />The meeting was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Barnes, Brunotte, Leroux, Miron, Stoltzman <br />Cit/ Administrator, Bob MUseUS <br />City Attorney, Charles Johnson <br />City Engineer, Howard Kuusisto <br />City Clerk:, Mary Ann Creager <br />Barnes made motion, Stoltzman seconded, to approve the minutes for the <br />regular City Council meeting of June 15, 1992, as amended. <br />All aye. Motion Carried. <br />Leroux made motion, Brunotte seconded, to approve the minutes for the <br />special City Council meeting of June 17, 1992, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Barnes seconded, to approve the minutes for the special <br />City Council meeting of June 29, 1992, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, BrUnotte seconded, to approve the claims for July 6, <br />1992, in the amount of $51,471.06. <br />All aye. Motion Carried. <br />MINING PERMIT (GOIFF-ON PIT) <br />On June 15, 1992, the Council took action to renew Dean Atk:inson's Mining <br />Permit for his existing mine located at the SW 1/4 of the NW 1/4 of <br />Section 23, 1-31N, R21W, Washington County, MPJ. At that time, the Council <br />directed certain changes be made to the Mining Permit. A revised Mining <br />Permit was submitted to the Council for their review. There was a lengthy <br />discussion regarding the definition of "stockpiling". The Council then <br />reviewed the permit -for corrections they felt necessary. <br />LeroUx made motion, Miron seconded, to approve the renewal of the Mining <br />permit for Dean Atkinson until July 1, 1993, subject to the special <br />conditions on file in the City. <br />All aye. Motion Cirried. <br />MINING PERMI-ti (HANSEY! F'IT) <br />The revised Min.ixig Permit for River City Asphalt to continue opc r�,t.:irig at <br />the NW 1./4 of the Siff 1./4 of 5ect.iort T31N, R21.41, Washington t:ounty, MN <br />was provided for Council approval. At issue is the continuing operation <br />of RCA's asphalt plant. RCA is regi -testing that the City allow them to <br />continue operating the asphalt plant, at its current location, until at <br />least November of this year (1992"') in order to allow them to meet <br />contractual requirements. River F:; i.ty Asphalt's attorney, Al Barnard, was <br />present to discuss the proposed Min.ing Permit. lie stated that he would <br />advise his client to not sign the permit as long as it .included the <br />CONSENT paragraph, because deletion of the asphalt operation from the <br />
