RESOLUTION 2017-11 <br />APPROVING PRELIMINARY PLAT FOR THE EXCELSIOR GROUP, LLC, <br />FOR "ADELAIDE LANDING" ON PROPERTY LOCATED EAST OF HIGHWAY <br />61 AND NORTH OF 130TH STREET <br />WHEREAS, Excelsior Group, LLC, has requested approval of a preliminary plat to allow <br />construction of 319 single family lots and 10 outlots on the 216 acre property legally <br />described as follows: <br />(See Attached) <br />WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly called <br />Public Hearing and recommends approval, and; <br />NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br />request by Excelsior Group, LLC, for a preliminary plat, subject to the following <br />conditions: <br />1. A preliminary plat is approved to allow the creation of 319 single family home lots <br />and 10 outlots, in accordance with the application and plans received by the City on <br />February 6, 2017, March 10, 2017, March 11, 2017, March 13, 2017, and March 16, <br />2017, except as amended by this resolution. <br />2. Approval is contingent upon City Council approval of a rezoning to PUD for the 216 <br />acre site. <br />3. The developer must comply with Resolution 2017-10, for the PUD. <br />4. Park Dedication is proposed to be satisfied with a combination of land dedication and <br />fee. The amount of land dedicated is 7.8 acres satisfying 53% of the requirement. The <br />park dedication fee shall be paid for each lot platted at the amount of $1,128 per lot. <br />5. The entire length of 130a' Street, from T.H. 61 to Goodview Avenue, shall be <br />constructed as an urban section roadway to City street standard, with an 8 foot wide <br />bituminous trail on the north side. <br />6. The developer shall be responsible for paying 44% of the construction cost of 130th <br />Street. The cost will be divided between the first three phases of the development <br />with one-third of the cost paid to the City prior to the recording of the final plat of <br />each phase. <br />7. The preliminary phasing plan is generally approved per plans dated November 29, <br />2016, revised March 10, 2017. Any major revisions to the phasing plan shall require <br />PUD amendment.
