<br />Call to Order <br /> <br />Mayor Weidt called the meeting to order at 7:00 p.m. <br /> <br />COUNCIL PRESENT: Klein, Miron, Petryk, Strub (ZOOM), Weidt <br />COUNCIL ABSENT: None <br />OTHERS PRESENT: City Administrator Bryan Bear, City Engineer Mark Erichson, City <br />Attorney Dave Snyder, Community Development Director Rachel Juba, City Clerk Michele <br />Lindau <br /> <br />Moment of Silence for Washington County Attorney Pete Orput <br /> <br />Mayor Weidt called for a Moment of Silence in remembrance of Washington County Attorney <br />Pete Orput who passed away on April 3, 2022. He was 66 years old. <br /> <br />Minutes for the March 21, 2022, City Council Meeting <br /> <br />Klein made motion, Miron seconded, to approve the minutes for the City Council meeting held <br />on March 21, 2022, as presented. <br /> <br />All Ayes. Motion carried. <br /> <br />Approval of Agenda <br /> <br />Weidt made motion, Klein seconded, to approve the agenda as presented <br /> <br />All Ayes. Motion carried. <br /> <br />Washington County Assessor’s Report – Assessor Dan Squyres <br /> <br />Washington County Assessor Dan Squyres was in attendance to provide information on the <br />County’s Assessor report as it pertains to Hugo and answer questions by the Council in <br />preparation for the Board of Appeals and Adjustments meeting on April 7, 2022. <br /> <br />Squyres explained their system of reviewing properties and establishing market values prior to <br />the appeals period from March – June. Properties are assessed every year, but individual <br />properties are looked at every five years. Last year there were 1,811properties reviewed, and <br />this year there will be 1,188. In 2021, there were 197 new residential construction starts <br />compared to 161 for the previous year. He provided sales statistics showing there were 316 <br />qualified sales in Hugo in 2021, which was down slightly from 323 in 2020, and he explained <br />that new construction was not a qualified sale. He explained there were only two lender <br />mediated sales (foreclosures) last year, and they are no longer having an effect on the market. <br />There was a huge increase in agricultural sales last year and the apartment class was up too. The <br />average market value for a residential home in Hugo increased by 21% in 2022. One parcel <br />went down in value, and 22 parcels had no change.
