RESOLUTION 2025-53 <br /> APPROVING A PRELIMINARY AND FINAL, PLAT, SITE PLAN AND <br /> CONDITIONAL USE PERMIT FOR KWIK TRIP, INC. FOR A.GAS STATION <br /> AND CONVENINCE STORE WITH ATTACHED CAR WASH ON THE <br /> PROPERTY LOCATED NORTH OF 159TH STREET NORTH AND EAST OF <br /> FOREST BOULEVARD NORTH <br /> WHEREAS, Kwik Trip, Inc. has requested approval of a site plan and conditional use <br /> permit for a gas station and convenience store with attached car wash on the property <br /> legally described as: <br /> See Attached <br /> WHEREAS, the Planning Commission has reviewed said preliminary plat, site plan, and <br /> conditional use permits at a duly called a-public hearing on December 11, 2025, and <br /> recommends approval subject to the conditions listed in this resolution. <br /> NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF <br /> THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the <br /> preliminary plat, site plan, and conditional use permit for Kwik Trip, Inc. with the <br /> following findings and conditions: <br /> 1. Approval is contingent upon City Council approval of a comprehensive_ plan <br /> amendment and rezoning. <br /> 2. All items on the Engineer's memo and "red-line" detailed engineering comments that <br /> have been sent directly to the developer's engineer dated December_, 2025 shall be <br /> met. <br /> 3. The development shall be consistent with the plans submitted on December_, 2025 <br /> and as amended by this resolution. <br /> 4. Prior to the installation of any signs, the developer shall obtain a sign permit. <br /> 5. The developer is responsible for obtaining all local, State, and Federal permits. <br /> Prior to subdivision and the issuance of a building permits: <br /> 6. All SAC and WAC (connection and trunk) fees per the fee schedule shall be paid. <br /> 7. Stormwater trunk fee per the fee schedule shall be paid. <br /> 8. The applicant shall provide an updated grading plan based on staff s comments. Staff <br /> will continue to work with the applicant on a grading plan that generally lowers the <br /> site and makes it more consistent with the elevation of neighboring properties. <br />
