The meeting was called to order by Mayor Stoltzman at 7:00 PM. <br />PRESENT: Barnes, Brunotte, Jesinski, Miron, Stoltzman <br />City Administrator, Ken Huber <br />City Engineer, Howard Kuusisto and staff <br />City Clerk, Mary Ann Creager <br />Barnes made motion, Miron seconded, to amend the minutes of December 2, <br />1991, as submitted, to read as follows: Motion for REQUEST FOR PROPOSALS, <br />PAGE 2 - City staff to proceed with the advertising for a Request for <br />Proposal to evaluate costs involved with remodeling of the Rice Lake Park <br />building to serve as a City Hall facility, <br />All aye. Motion Carried. <br />Miron made motion, Brunotte seconded, to approve the minutes for the City <br />Council meeting of December 2, 1991, as amended. <br />All aye. Motion Carried. <br />Miron made motion, Brunotte seconded, to approve the claims for December <br />16, 1991, in the amount of $60,229.99. The claim for Mardell Law Office, <br />in the amount of $2,500'00, was deleted. , <br />All aye. Motion Carried. <br />LIQUOR AND RELATED LICENSES <br />The proposed resolution represents the balance of the on -sale, off -sale, <br />and Sunday liquor licenses applied for by local businesses currently <br />operating in the City of Hugo. <br />Stoltzman made motion, Miron seconded, to adopt RESOLUTION 1991-27, <br />RESOLUTION APPROVING THE BALANCE OF LIQUOR AND RELATED LICENSES FOR 1992. <br />VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stoltzman <br />VOTING NAY: None <br />Motion Carried. <br />At the time of the assessment hearing for CIF, Phase 2, Mr. Jim LeHoine <br />addressed the Council, and stated that he did not feel Outlot A of <br />Everg-een Hills 2nd Addi.ion was a builoaLle lot, and should nct be <br />assessed for the road improvements. The City staff suCgested that Mr. <br />!-eMoine enter into some type of agreement with the City that would serve <br />as a dee6 restriction indicating that the lot in ouestion was unbuildable, <br />and '�'uOd not re usoc or developed for residential purposes in the <br />future. Mr. "n,^'Yne indicated his reluctance to enter into such en <br />agreement, and the assessments for the property were approved, as <br />recommended. The City Council recommended that Mr' LeMoine take the <br />necessary steps to secure the required variances, and other approvals <br />necessary, that would allow Outlot A to be developed in the future.
