qj"PTES FOR THE REGULAR CITY COUNCIL MEETING OF_MARCH 6....1909 <br />The meeting was called to order by Mayor Atkinson at 7:00 PM. <br />PRESENT: McAllister, Jesinski, Olson, Vail, Atkinson <br />City Administrator, Ken Huber <br />City Attorney, Charles Johnson <br />City Clerk, Mary Ann Creager <br />Olson made motion, Vail seconded, to approve the City Council minutes of <br />February 21, 1989 as amended. <br />All aye. Motion Carried. <br />Vail made motion, Olson seconded, to approve the minutes of the special <br />City Council meeting of February 23, 1989, as submitted' <br />All aye. Motion Carried. <br />Olson made motion, Vail seconded, to approve the General Claims for March <br />6, 1989 in the amount of $5,658.12. <br />All aye. Motion Carried' <br />Vail made motion, Olson seconded, to approve the Utility Claims for March <br />6, 1989 in the amount of $3,655.23. <br />All aye' Motion Carried. <br />Consistent with 9D of the goals and policies in the city's comprehensive <br />land -use plan, the staff has completed preparation of a new revised <br />on-site septic ordinance. The need for these revisions has been discussed <br />with the City Council on two previous occasions in the fall of 1988, and <br />said ordinance has been prepared at the direction of the City Council. <br />This ordinance is modeled after the Washington County on-site septic <br />system ordinance, yet has been modified significantly to meet the needs -of <br />the City of Hugo. Said ordinance has been drafted and amended to allow <br />for the enforcement and implementation of the ordinance by either the Hugo <br />Code Enforcement Officer or with a contractural arrangement. Considerable <br />effort has been put into drafting of this ordinance by the city attorney <br />and city engineer in an effort to improve the city's on-site septic system <br />standards, yet allow flexibility to deal with the growth of the community. <br />McAllister made motion, Olson seconded, to adopt ORDINANCE 1989-256, AN <br />ORDINANCE REGULATING THE LOCATION, DESIGN, INSTALLATION, USE AND <br />MAINTENANCE, REQUIRING PERMITS AND INSPECTION OF INDIVIDUAL SEWAGE <br />TREATMENT SYSTEMS WITHIN THE CITY OF HUGO' <br />VOTING AYE: McAllister, Jesinski, Olson, Vail, Atkinson <br />VOTING NAY: NONE <br />lbtion Carried. <br />
