MINUTES FOR THE CITY COUNCIL MEETING OF DECEMBER 1.8, 1989 <br />The meeting was called to order by Mayor Atkinson at 7:00 PM. <br />PRESENT: Vail, Olson, Jesinski, McAllister, Atkinson <br />City Administrator, Ken Huber <br />City Attorney, Charles Johnson <br />City Clerk, Mary Ann Creager <br />Olson made motion, Vail seconded, to approve the minutes for the regular <br />City Council meeting of December 4, 1989 as submitted. <br />All aye. Motion Carried. <br />Jesinski made motion, Vail seconded, to approve the claims for December <br />18, 1989 in the amount of $23,797.72. <br />All aye. Motion Carried. <br />FINAL PLAT - ST. SAUVER'S WESTVIEW ADDITION <br />Mrs. Lorraine St. Sauver has made application to the City of Hugo for the <br />subdivision of a 60 acre tract of land into six lots of approximately 10 <br />acres each. The property in question is located at the northwest corner <br />of Homestead Avenue and 132nd Street, and is currently zoned agriculture. <br />The preliminary plat of St. Sauver's Westview Addition was reviewed by the <br />City Council on October 16, 1989, at which time the City Council gave its <br />preliminary approval. The required percolation tests have been completed <br />on all six lots, and meet with Washington County's approval. The required <br />permit from the RCWD has been secured, and the fee in lieu of parkland <br />dedication has been paid. City Administrator, k;en Huber, explained that <br />Outlot A. as indicated on the plat, will be quit claimed to the property <br />owner to the north to alleviate a potential legal problem. <br />Vail made motion, Jesinski seconded, to approve the final plat of ST. <br />SAUVER'S WESTVIEW ADDITION for the subdivision of a 60 acre tract of land <br />into six lots of approximately 10 acres each. The property is generally <br />described as that part of the north 105 acres of the SW 1/4 of Section 27, <br />T31N1, R21W, lying east of the west 1,257.75 feet, and part of the south <br />150 feet of the S 1/2 of the NW 1/4 of Section 27, T31N, R21W, Washington <br />County, Minnesota. Final plat is subject to the following conditions: <br />1. Subdivision approval shall be contingent upon compliance with plat <br />requirements, as well as the grading, stormwater drainage, and utility <br />plans. <br />2. All conditions of plat approval must be met prior to the stamping of <br />any deeds for recording by the city clerk: unless otherwise permitted <br />by Council action. <br />3. The property lines on site must be identified by the applicants to <br />assure proper setbacks when buildings are to be constructed, if <br />required by the building inspector. <br />4. Proposed driveways or drainage areas within the development must <br />include installation of a minimum 15" diameter corrugated metal <br />culvert in a manner acceptable to the City. <br />5. No building permits shall. be issued until the plat has been approved <br />and recorded with Washington County. <br />
