MINUTES FOR THE CITY COUNCIL MEETING OF DECEMBER 1.8, 1989 The meeting was called to order by Mayor Atkinson at 7:00 PM. PRESENT: Vail, Olson, Jesinski, McAllister, Atkinson City Administrator, Ken Huber City Attorney, Charles Johnson City Clerk, Mary Ann Creager Olson made motion, Vail seconded, to approve the minutes for the regular City Council meeting of December 4, 1989 as submitted. All aye. Motion Carried. Jesinski made motion, Vail seconded, to approve the claims for December 18, 1989 in the amount of $23,797.72. All aye. Motion Carried. FINAL PLAT - ST. SAUVER'S WESTVIEW ADDITION Mrs. Lorraine St. Sauver has made application to the City of Hugo for the subdivision of a 60 acre tract of land into six lots of approximately 10 acres each. The property in question is located at the northwest corner of Homestead Avenue and 132nd Street, and is currently zoned agriculture. The preliminary plat of St. Sauver's Westview Addition was reviewed by the City Council on October 16, 1989, at which time the City Council gave its preliminary approval. The required percolation tests have been completed on all six lots, and meet with Washington County's approval. The required permit from the RCWD has been secured, and the fee in lieu of parkland dedication has been paid. City Administrator, k;en Huber, explained that Outlot A. as indicated on the plat, will be quit claimed to the property owner to the north to alleviate a potential legal problem. Vail made motion, Jesinski seconded, to approve the final plat of ST. SAUVER'S WESTVIEW ADDITION for the subdivision of a 60 acre tract of land into six lots of approximately 10 acres each. The property is generally described as that part of the north 105 acres of the SW 1/4 of Section 27, T31N1, R21W, lying east of the west 1,257.75 feet, and part of the south 150 feet of the S 1/2 of the NW 1/4 of Section 27, T31N, R21W, Washington County, Minnesota. Final plat is subject to the following conditions: 1. Subdivision approval shall be contingent upon compliance with plat requirements, as well as the grading, stormwater drainage, and utility plans. 2. All conditions of plat approval must be met prior to the stamping of any deeds for recording by the city clerk: unless otherwise permitted by Council action. 3. The property lines on site must be identified by the applicants to assure proper setbacks when buildings are to be constructed, if required by the building inspector. 4. Proposed driveways or drainage areas within the development must include installation of a minimum 15" diameter corrugated metal culvert in a manner acceptable to the City. 5. No building permits shall. be issued until the plat has been approved and recorded with Washington County.
