111 <br />MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL <br />November 4, 1985 <br />The special meeting was called to order by Mayor McAllister at 6:02 PM. <br />PRESENT: Hauer, Potts, Schwab, McAllister <br />John Jergens, 1st District Commissioner, County Board <br />ABSENT: Peltier <br />Mr. Jergens was present, at the Council's request, to discuss a couple county related <br />matters. The first issue discussed was county policy for the recording of deeds for <br />land located in Hugo. It has come to the city's attention that the county has re- <br />corded a number of lots for property that does not meet the minimum acreage as well <br />as being landlocked. It was decided that the city draft a resolution for submission <br />to the Washington County Recorder stating that Hugo would like to review ALL deeds <br />prior to recording at the county. Mr. Jergens requested that he receive a copy of <br />the resolution after its adoption. <br />Mr. Jergens discussed the need for a representative from Hugo to serve on the Parks <br />and Open Space System Study for the north district of Washington County. Messrs. <br />Bob Olson and Phil Ogburn have already been designated. Mr. Jergens estimated that <br />the ccmmitee would meet approximately 6 times with an end result proposing the kind <br />of parks the county would like. <br />MOTION: Schwab made motion, Hauer seconded, to forward the name of Mary Ann Creager <br />to the Washington County Board of Commissioners to serve as a representative <br />of the Parks and Open Space System Study. <br />All aye. Motion Carried. <br />Let the record show that Mrs. Creager will be paid at her normal, hourly salary. <br />Mayor McAllister discussed the use of off-duty deputies in Hugo for different functions. <br />McAllister stated that it is beneficial to Hugo to have the opportunity to hire these <br />people, and that all insurance areas are covered by the city's policy. McAllister <br />was told to communicate his feeling to Sheriff Trudeau, and McAllister asked that Mr. <br />Jergens notify him prior to the Board's taking of any action. <br />The Council then discussed railroad crossings in Hugo. Councilman Potts brought up <br />the fact of many fatal accidents located on 61 and County Road 4, and his hopes of <br />having flashing amber lights installed at that intersection. <br />MOTION: Hauer made motion, Potts seconded, to adjourn the special meeting at 6:37 PM. <br />All aye.
