21 <br /> MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br /> March 21 , 1983 <br /> • <br /> The meeting was called to order by Mayor McAllister at 7:04 PM. <br /> PRESENT: McAllister, Peltier, Atkinson, Schwab, Vail <br /> Also - Attorney Johnson and Engineer Kuusisto <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: Vail made motion, Schwab seconded, to approve the minutes of March 7, 1983, <br /> as submitted. <br /> All aye. Motion Carried. <br /> 4.0 APPROVAL OF CLAIMS <br /> MOTION: Vail made motion, Peltier seconded, to approve the General Claims for 3/21/83 <br /> as submitted. <br /> All aye. Motion Carried. <br /> MOTION: Vail made motion, Atkinson seconded, to approve the Utility Claims for 3/21/83 <br /> as submitted. <br /> All aye. Motion Carried. <br /> 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br /> 5.1 Shay Shackle - Extension of Sewer to Lot <br /> After a discussion with the City Engineer, it was recommended that Mr. Shackle bring <br /> whatever maps he has to the engineer's office. Mr. Kuusisto will then report at the <br /> meeting of April 18 as to whether they have access to the sewer or whether they will <br /> need an easement. <br /> 5.2 Vern Peloquin - Variance <br /> Mr. Peloquin has applied for a variance from blacktop to gravel for Freeland Avenue in <br /> the Peloquin Industrial Park. Freeland Avenue was part of a proposed plat that was <br /> not accepted by the city. The city now has 438' of road that they maintain but is not <br /> a city street. Vail stated that he had no problem with maintaining an additional 400' <br /> and he did not feel that the road should be blacktopped because the rest of the roads <br /> in the area were also gravel. McAllister stated that he had made an on-site inspection <br /> of the roadway, and, in his opinion, there was a drainage problem. There appeared to <br /> be no place for the water to run because the ditches were filled. It was McAllister's <br /> suggested that an easement be obtained eastbound off Freeland between Regal Plastic <br /> and KSTP to the property line northbound to the drainage ditch. <br /> MOTION: McAllister made motion, Atkinson seconded, to place the application for variance <br /> on the agenda for the meeting of April 18 to enable the Council and Engineer <br /> to make an on-site inspection. Kuusisto requested to prepare a report on the <br /> existing drainage and what we can expect for drainage on the road. <br /> All aye. Motion Carried. <br />
