3 OPRIL 5, 1976 MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br /> v MVV <br /> TIME: 7:18 P.M. <br /> PRESENT: LaValle, Leroux, Smith and Schletty. <br /> 3.0 APPROVAL OF MINUTES <br /> MOTION: LaValle made motion, seconded by Lexoux to approve <br /> the minutes of the March 15, 1976 meeting. <br /> VOTING FOR: LaValle, Leroux, Smith and Schletty. <br /> MOTION CARRIED <br /> MOTION: LaValle made motion, seconded by Leroux, to approve <br /> the minutes of the March 29, 1976 special meeting <br /> of Sunset Lake. <br /> VOTING FOR: LaValle, Leroux, Smith and Schletty. <br /> MOTION CARRIED <br /> 4.0 APPROVAL OF CLAIMS <br /> In addition - LaValle excavating for $1 ,282.19 hauling from <br /> March 18, 1976 to April 5, 1976. To be paid from General Fund <br /> instead of road fund. <br /> MOTION: Leroux made motion, seconded by Smith, to approve <br /> the General Claims of April 5, 1976. <br /> VOTING FOR: LaValle, Leroux, Smith and Schletty. <br /> MOTION CARRIED <br /> MOTION: Smith made motion, Schlettty seconded, to approve the <br /> Utility Claims of April 5, 1976. <br /> VOTING FOR: LaValle, Leroux, Smith and Schletty. <br /> MOTION CARRIED <br /> 5.0 PETITIONS. REQUESTS. COMMUNICATIONS AND LICENSES <br /> 5.1 MOBILE HOME PERMIT RENEWAL - Joseph Zaspel <br /> MOTION: Leroux made motion, Smith seconded to renew mobile <br /> home permit for Joseph Zaspel, 17205 Forest Blvd. <br /> N. , Hugo, Minnesota, under Chapter 40, Article III, <br /> Subdivision D, for ninety days. <br /> VOTING FOR: LaValle, Leroux, Schletty and Smith. <br /> MOTION CARRIED <br /> MOBILE HOME PERMIT RENEWAL - ROBERT MC CLOUD <br /> Fee paid but permit not received. Tabled until next meeting. <br /> 5.2 MINING PERMIT - RICHARD SCHUH <br /> City Engineer requested to investigate previous operation - has inquired <br /> from county what materials coming out of there - has no reply from <br /> county yet. Hiniker requested both bond and letter of credit be <br /> reduced - felt both excessive compared to what is required of other <br /> mining operations. City attorney stated that previously other oper- <br /> ations were required to have larger bonding and letters of credit. <br /> Permit inspection fee and bonding is reduced from year to year where <br /> operators have complied with conditions. Inspection fee discussed was <br /> $500.00 and is in line with the original inspection fee for Fisher <br /> and Barton on their original permits and when the history of. these <br /> permit holders was good and their renewals were due, in many cases <br /> they were left at residual fees. City tngineer said road is in bad <br /> shape at this time-will have to tighten up before any heavy hauling <br /> can be done in the area-at least mid-May before conditions will im- <br /> prove. Road will rave to be watched closely as it isn't built for <br /> heavy usage. If the road breaks up or needs maintenance, contractor <br /> will be required to make repairs. Hiniker said his client under- <br /> stands. Council agreed to amend Number 7 of the permit to read that <br /> it will be reviewed on August 2, 1976. <br />
