Minutes for the Planning Commission Meeting of April 9, 2015 <br />Chair Gwynn called the meeting to order at 7:02 p.m. <br />PRESENT: Arcand, Gwynn, Kleissler, Knauss, Rosenquist <br />ABSENT: Lessard, McRoberts <br />STAFF: Rachel Juba, Planner <br />Rachel Leitz, Community Development Intern <br />Approval of Minutes for the Planning Commission Meeting of February 12, 2015 <br />Commissioner Arcand made a motion, seconded by Commissioner Kleissler, to approve minutes <br />for the meeting of February 12, 2015. <br />All Ayes. Motion carried. <br />Marier-Interim Use Permit for a Temporary Greenhouse for Seasonal Outdoor Sale of <br />Plants <br />Planner, Juba, presented on the interim use permit application requesting approval of a <br />temporary 1,638 square foot (21'x78') greenhouse for seasonal outdoor retail sale of plants. <br />Juba stated that the greenhouse would be located on the owner's vacant property across 146th <br />Street from the feed mill to the south. The property is located in the Central Business (C-1) <br />zoning district and is approximately .25 acres. The applicant had stated in their application that <br />he will be selling plants, mostly tomatoes, peppers, and flowers, as well as, garden products. <br />The green house will be constructed in late April 7 days a week, starting April 20th through July <br />31st and open between 8:00 am and 8:00 pm, Monday through Saturday and between 10:00 am <br />and 6 pm on Sundays. The applicant had stated that there will only be one sign on the property <br />Juba described that the purpose of interim use permits are to allow uses under certain conditions <br />that would otherwise not be allowed under the zoning regulations. Seasonal outdoor retail sales <br />are not a permitted use in the C-1 zoning district, therefore, the applicant is was requesting <br />approval of an interim use permit. <br />Juba described that the greenhouse will meet all setback requirements and will have an entry <br />door on the north side for customers. There will be a check out register within the greenhouse <br />and a small area to the east for outdoor display racks. The applicant had stated that they will have <br />one employee working the register and helping customers. There will be a split rail fence <br />installed around three sides of the greenhouse. There is an area to accommodate 6 parking spaces <br />at the north side of the property, logs or concrete blocks as car stops. The applicant had stated <br />that customers will also park across the street in the feed mill parking lot. <br />Planner, Juba, explained the analysis staff uses in reviewing the interim use permit application. <br />Juba described that staff was comfortable with the site layout and have included conditions for <br />the use in the interim use permit. <br />
