The Project was moved up in the CIP to <br />address immediate concerns with a fatigued forcemain that has resulted in multiple breaks and high-cost <br />emergency repairs. On April 1, 2025, the City Council ordered the preparation of plans and specifications <br />for the I-94 Lift Station and Forcemain Improvements. <br /> <br />The Hudson Boulevard Culvert Repair Project is also part of the 2025 Capital Improvement Plan and has <br />been included as part of this project design. The I-94 Lift Station Forcemain and 90-inch culvert cross each <br />other beneath Hudson Boulevard, resulting in the need to open cut Hudson Boulevard with a full roadway <br />closure. <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order <br />the Advertisement for Bids for the I-94 Lift Station and Forcemain Improvements, including the Hudson <br />Boulevard Culvert Replacement? <br /> <br />PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the <br />replacement of the forcemain, and the Project is ready to be advertised for contractor bids. A bid date has <br />been scheduled for July 8, 2025, with the intent of recommending a contract award at the July 15, 2025 <br />City Council meeting. <br /> <br />The improvements include the replacement of an existing 8-inch forcemain with a new 16-inch HDPE <br />forcemain, sized to meet the ultimate service flows to the I-94 Lift Station. The new forcemain will be <br />installed in the approximate location of the existing forcemain, which will be abandoned in place, and will <br />be installed through a combination of directional drilling and open cut trenching.
