<br /> STAFF REPORT <br />DATE: June 17, 2025 <br /> CONSENT <br /> <br />TO: Mayor and Councilmembers <br />FROM: Nicole Miller, City Administrator <br /> <br />AGENDA ITEM: 2024 State Performance Measures Data <br /> <br /> <br />CORE STRATEGIES: <br /> <br />☐ Vibrant, inclusive, connected community ☒ Efficient, reliable, innovative services <br />☒ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br /> <br />BACKGROUND: <br />A goal in the City Council’s work plan in 2021-2022 was to develop metrics and dashboards in <br />order to create a culture of continuous improvement. For the years 2022 and 2023, The city opted <br />in to participate in the voluntary Performance Measurement Program of the Office of the State <br />Auditor (OSA). <br /> <br />The Performance Measurement Program began in 2010 for cities and counties to report on at <br />least 10 performance measures annually to aid residents, taxpayers, and state and local elected <br />officials in determining the efficacy of counties and cities in providing services and measure <br />residents' opinions of those. <br /> <br />Participation in 2024 performance measurement program consisted of, 38 cities (4%) and 26 <br />counties (30%). This was a decrease of three cities and two counties from 2023. <br /> <br />In order to participate the city would require passing a resolution by July 1 each year and <br />reporting on at least 10 performance measures. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should the Council approve the resolution submitting participation in the program and reporting <br />on the performance measures for 2024? <br /> <br />DETAILS/ANALYSIS: <br />In previous years a survey was conducted to allow citizens rating of services. The response rate <br />has ranged from 110 to 52 responses. This year staff opted for standards that we have the data on <br />in lieu of the citizen survey. While the goal of this program algins with the council’s work plan
