NO. <br />2013 -01 — <br />SPRUCE <br />STREET <br />MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 19, 2013 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 19th day of <br />February, 2013 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Acting Mayor Rick Montour called the meeting to order at 5:00 p.m. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL: Acting Mayor <br />Council Member <br />Council Member <br />Council Member <br />ABSENT: <br />ALSO PRESENT: <br />Mayor <br />City Administrator <br />City Engineer <br />City Clerk <br />Mr. Rick Montour <br />Ms. Shelly Boss <br />Mr. John Keis <br />Mr. Mike McGraw <br />Mr. Bill Blesener <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Ms. Kathy Glanzer <br />Acting Mayor Montour opened the public hearing to consider the <br />improvement of Spruce Street (from Country Drive to the railroad) <br />by full reconstruction including concrete curb and gutter and an <br />upgraded storm sewer system. <br />The City Engineer reported that the purpose of tonight's hearing is to <br />present the proposed improvement of Spruce Street to the City Council <br />and impacted property owners. This meeting gives property owners the <br />opportunity to provide input and /or voice concerns about the project. The <br />City Council will then determine whether or not the project moves <br />forward. <br />The Engineer explained the City's street improvement planning process, <br />noting that as part of the process streets are prioritized by pavement rating <br />and staff review. The major factor affecting street prioritization is <br />pavement condition with utility problems, drainage issues, and traffic <br />capacity also playing a role. As a result of this process, the City's 5 -Year <br />Capital Improvement Plan is updated. <br />
