MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 28, 2008 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 28th day of <br />April, 2008 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:30 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Ms. Barb Allan <br />Mr. John Keis <br />Mr. Rick Montour <br />ABSENT: <br />ALSO PRESENT: <br />Council Member <br />City Administrator <br />City Engineer <br />Public Works Supt. <br />City Clerk <br />Mr. Michael McGraw <br />Mr. Joel R. Hanson <br />Mr. Lee Elfering <br />Mr. Bill Dircks <br />Ms. Kathy Glanzer <br />IMP. NO. Mayor Blesener opened the public hearing to consider the improvement <br />2008-02 - of Condit Street. The following options are to be considered: <br />CONDIT *Urban road reconstruction and drainage enhancements; <br />STREET xRural road reconstruction and minimal drainage enhancements; <br />*Recycle existing surface and install new pavement without <br />drainage enhancements. <br />The City Engineer presented a detailed report relative to this proposed <br />improvement. That report outlined the project history as well as the <br />previous improvement hearing held in January of 2008 at which urban <br />reconstruction was proposed. At that hearing, the Council voted not to <br />move forward with the urban reconstruction. <br />The Engineer indicated that given the increased deterioration of the street <br />this spring as well as complaints received on its condition and potholes, <br />City staff requested that the Council hold another improvement hearing to <br />consider options relative to reconstruction of Condit Street. <br />The Engineer presented the proposed improvement options and described <br />each in detail: <br />
