Divine <br /> <br />GENERAL/MINUTES <br />Minutes of April 7, 2005 were approved. <br /> <br />5-YEAR STRATEGIC PLAN <br />Ms. Schwartz reviewed the inventory that was last updated in 2004. She noted in the <br />inventory that the 900 acres of RBR could be impacted by the AUAR. Members <br />discussed the potential stadium site on 35E. Ms. Divine explained that a study was <br />completed in 2003 that looked at the 35E site, but it ranked lower than Blaine. The site <br />that was studied is under contract by another developer. There is other potential land on <br />the 35E corridor that could be assembled for the acreage the Vikings officials are <br />seeking. However, it would be something that would completely change the face of the <br />city, and $$millions in infrastructure improvements would be necessary. <br /> <br />Ms. Divine will add information about the AUAR on 35E and other new development to <br />the inventory. Some Comp Plan assumptions are no longer valid because of tax <br />restructuring. Ms. Divine will review what goals from the Comp Plan are still valid. <br /> <br />Mr. Corson asked if there was still a deadlock on the city council to update the Comp <br />Plan. At this point, the Comp Plan won’t be changed until the minority on the council is <br />convinced the citizens want it changed. Ms. Kuschke asked if the higher density on 35E <br />would meet the goals for multi-family in the Comp Plan. Ms. Divine stated the types of <br />uses proposed—higher density and commercial—will require the Comp Plan to be <br />amended. The Comp Plan does allow high and medium density housing on 35E. <br />However, the development proposed has more commercial and housing instead of <br />industrial. The multi-family and rental assumptions in the current Comp Plan are <br />probably not achievable because of the limited amount of land designated for those uses. <br />Ms. Hansmann stated that through the AUAR process, they learned it would take 160 <br />years to develop that industrial land on 35E, so there is too much industrial land. <br /> <br />Mr. Milbauer moved to remove the outdated assumptions in the inventory, and change <br />language “to continue to support the Comp Plan, recognizing that due to market
