March 16, 1977 <br />The regular meeting of' the Planning and Zoning Board was called to order by Chairman <br />Gourley at 8:05 P.M., March 16, 1977. Members present: Schwankl, Gourley, Hill, Karth, <br />Reinert, Shearen. Members absent: Nadeau. <br />Mrs. Anderson read the minutes of the February 16, 1977 regular meeting. Mr. Karth <br />asked the minutes be amended to include in paragraph 4, page 1, a sentence stating that <br />"The street in the unnamed plat north of Birch Street is long and should be changed." <br />Mr. Karth asked what happened to phase 11 of Mr. Hansen's Otter Lake Estates. Mr. McLean <br />said the Mr. Hansen told the Council that he was going to eliminate phase 11 for the <br />present. Mr. Hansen will fulfill the requests of the Planner, Engineer and Rice Creek <br />Watershed Board. <br />Mr. Karth moved to approve the February 16, 1977 minutes as corrected. Mr. Reinert <br />seconded the motion. Motion carried unanimously. <br />Mr. McLeans Report <br />Kolstads Sunset Oaks - Mr. Kolstad had requested permission to obtain six or eight build- <br />ing permits to construct model homes. He said the homes would be constructed on lots <br />fronting on an existing approved roadway and would not be for occupancy. After discuss- <br />ion with Mr. Locher the Council did approve this request. <br />Crossways Gun Club - The Club had requested permission from the Rice Creek Watershed <br />Board and the Department of Natural Resources to clean a channel on the east side of <br />Rondeau Lake. Mr. Gotwald said the Council could not consider the application because <br />a set of plans was not included and there was no material for review. The Clerk was to <br />write to the DNR and the Rice Creek Watershed Board and ask for the drawings. <br />Mr. Short had met with the Physical Development Committee on February 17, 1977 and the <br />Council had met with the representatives of the Metro Council on February 23, 1977. There <br />will be another meeting on March 17, 1977. Mr. Shearen asked if density was one of the <br />was one of the problems. Mr. McLean said, Yes. Mr. Reinert felt that Metro Council <br />needed to be challenged. Mr. McLean read a portion of a letter from Metro Council re- <br />garding WPC40 and the problems between the Pollution Control Agency and Metro Council. <br />Mr. McLean felt the City should not be required to conform to a particular program that <br />is not required of all communities. <br />Mr. McLeans Planning and Zoning report to Council on February 28, 1977 included mention <br />of Mr. Glenn Rehbein's Plats Shenandoah East and the unnamed Plat north of Birch Street <br />Mr. Luther LeVessuers request to split his lot and request to combine two lots, Mr. Nelson's <br />submission of a proposed plat, Pine Vista Black Two, Drovers State Bank plat for four <br />townhouses on West Shadow Lake Drive, Mr. Hansen's Otterland Estates preliminary plat <br />approval. A hearing was set for April 11, 1977 at 8:30 P.M. on this plat. Mr. Hansen <br />was also told he must represent himself in these proceedings or state in writing who is <br />to be his agent. <br />Mr. McLean reported that Mr. Rasmussen of United Tire had not responded to the request <br />for a variance for his building. Mr. Tim Rehbine had presented a sketch of a plat south <br />of Main Street and was asked to redraw it. <br />Mr. McLean said Mr. Kronholm had tehephoned him and said he would like to get together <br />and determine how much land would be dedicated for parks in Country Lakes and where the <br />park should be located. Mr. McLean will get together with Mr. Kronholm. <br />Mr. Arnt of Arnt's Construction presented the Planning and Zoning Board a picture of <br />the building he would like to construct south of the Acton building on property now owned <br />
