ch. <br />August 26, 1976 <br />The special meeting of the Lino Lakes Planning and Zoning Board was called <br />to order at 8:00 P.M. on August 26, 1976 by Chairman Gourley. Members present; <br />Karth, Kelling, Hill, Nadeau, Reinert, Shearen. Mr. Gotwald, Mr. Short and <br />Mr. Yoder were also present. Mr. McLean, Council liaison was also present. <br />This meeting had been called for the purpose of considering the items as <br />required by the Metropolitan Council in conjunction with the installation of <br />the interceptor, and as set forth in the Resolution passed by the Council. <br />The Clerk was asked to read the Resolution. <br />The urban service area to be served by this interceptor must be outlined. Mr. <br />Gotwald said at the rate of 10 persons per acre this allows for approximately <br />700 units to be served. This would serve about 240 acres and makes the urban <br />service area look like a 'bowling alley'. <br />He suggested using the Comprehensive Land Use Plan as a guide. Include in the <br />urban service area all platted lands in that area and use a 40 acre strip <br />along Birch Street. The North and West lies of the Anoka County Park would <br />serve as the boundary lines for the service area. The area would include all <br />lands for 300 feet East of Ware Road South to County Road 'J'. Mr. Kelling <br />so moved. Seconded by Mr. Shearen. Motion carried unimously. Mr. Gotwald <br />was instructed to map this area. <br />Mr. Yoder suggested asking for the number of units and platted lots and Mr. <br />Gotwald agreed. <br />On the Lexington Park Lakeview area, Mr. Gotwald said 22cf capacity is reserved <br />for the Western portion of Lino Lakes and is designed to service the entire <br />North West portion. This area would be served by the Blaine interceptor. <br />There is 160 acres in the developed area at the present time. Mr. Gotwald <br />suggested planning this service area to include the Sunset Oaks plat. This <br />would take the line u mile North of Lilac Street. <br />Mr. Kelling moved to start at North Road and Sunset Avenue, go North to 1320' <br />North of Lilac Street, thence East to 4th Avenue, North on 4th Avenue to Main <br />Street, East on Main Street to Old Highway #8, North on Highway #8 to Pine <br />Street, also East on Main Street from Highway #8 to West Rondeau Lake Road, <br />South on Highway #8 to North Road to include 300' on either side of the <br />highway except where platted, these areas to be included. This to include the <br />Minnesota Metropolitan Training Center. Seconded by Mr. Hill. Motion carried <br />unanimously. <br />Mr. Reinert asked if this is consistent with the Comprehensive Land Use Plan <br />and it was the general consensus of the Board that it was. <br />Mr. Gotwald reminded the Board the lands dedicated for Parks, School and the <br />MMTC would be deducted from the total acreage. Mr. Gotwald is to prepare a <br />map of this area also. When asked when these maps would be available, Mr. <br />Gotwald said he would have them the first part of September. They will be <br />available before the next regular scheduled Planning and Zoning Board meeting. <br />There was discussion on the need to change the front footage for the urban <br />service area and the cul-de-sacs. These footage will necessarily be different <br />from the rural service area. <br />Mr. Gotwald felt the current requirement of 75' frontage with a minimum lot <br />of 11,250 square feet is pretty average.
