MAY 21, 1975
o
The regular meeting of the Lino Lakes Planning and Zoning Board was (JD
called to order at 8:15 P.M. on May 21, 1975 by Chairman Karth. Members
present: Kelling, Hill and Shearan. Members absent: Nadeau and Houle.
Councilman Marier was also absent.
Mr. Kelling moved to accept the minutes of the April 16, 1975 meeting as
written. Motion was seconded by Mr. Hill. Motion carried.
Mr. Francis Burque was here to get some answers on questions pertaining
to Ordinance No. 6 E - removing topsoil and the permit required. He had
applied for a permit in 1972 or 1973 and had paid the $100.00 fee but had
never received the permit or had never been informed of the charge per yard.
Mr. Burque stated that he has not done anything yet, but his son would be doing
dome this year and for sure next; at this time he wants to know how long
the permit is good for, if the charge is an annual charge, what the charger
per yard is.
Mr. Burque also questioned the practice of charging a person to remove
his own dirt. Why is this necessary?
Mr. Karth said that an inspection is required of the sit to make sure
that the land is put back in its original shape at the end of the project.
After some discussion of the time limitation Mr. Kelling moved to recommend
to the City Council that a permit be granted for this project.
Mr. Hill asked if Mr. Kelling would make his motion with a definite time
limitation of say 5 years per project? Mr. Hill said if you leave an
open end of the limitation of such a project it may be going on for 10
or 20 years and this would not be a good idea.
Mr. Kelling agreed and so moved to recommend to the City Council to grant
the permit with a five year limitation. Mr. Shearan seconded the motion.
Motion carried.
The Chairman instructed the Clerk to back date the permit that had already
been paid for to 1973, if the Council approved.
Mr. Richard Juleen was next on the agenda to request a variance to
Ordinance 21 A to split the property at 7109 Lakeview Drive to i acre parcels
to build a home on the corner. The property is owned by Mr. Juleen's parents
at this time.
Because there would be a possibility of land locking future development
on Fiarmont St. and the fact that the new lot would not meet current
City requirements, the Planning and Zoning Board recommended via motion from
Mr. Hill to recommend that the Juleen's have the City Engineer and
Planner look at this request and advise on the feasibility of putting a
road in off of Fairmont in the future. Mr. Kelling seconded the motion.
Motion carried.
Mr. Juleen is to contact both the Engineer and the Planner for their
recommendations.
