The regular meeting of the Lino Lakes Planning and Zoning Board held on June 16, <br />1971, was called to order by Chairman John McLean at 8:10. Other members present <br />were Messrs. Husnik, Kelling, Jester, Rehbein, and Hill. Also present were <br />Attorney Locher and Council Liaison Cardinal. <br />Mr. Jester moved to accept the minutes of the May 19, 1971 <br />Seconded by Mr. Hill:, Motion carried. <br />Mr. Ray Pfeiffer of the Naegele Outdoor Advertising Company has made application <br />for three sign permits No. 82, 83, and 84, on 80th Avenue along 35E. The property <br />owner is Anna Schmidt. All signs will be 12 x 25 with total area being 600 sq. ft. <br />and will have fluorescent lighting. Each sign will be all steel. Mr. Pfeiffer <br />reported that fees have all been paid. He also said their lease is for five years, <br />Mr. Jester moved that we recommend to the Council to grant application to the <br />Naegele Advertising Company for permit no. 82, 83, and 84. Seconded by Mr, <br />Kelling. Motion carried. <br />The Keith Apitz rezoning hearing was continued from the last meeting. Mr. Locher <br />reported that notices had been mailed. Mr. McLean read the letter from Mr. <br />Van Housen to the Clerk dated June 14, 1971. Mr. Apitz presented his revised <br />maps., Mr. Kelling said he felt the objections had been taken care of. Mr. Hill <br />asked about gas ventilation and Mr. McLean told him that Ordinances 21C and 55 <br />pertained to this. <br />Mr. Kelling moved to recommend to the Council for the rezoning for limited use <br />including the following recommendations: that there be blacktop south of the <br />new proposed station area all the way to the street; that plumbing and sanitation <br />facilities be provided as in state regulations; that a crushed rock drive to the <br />rear of the building be provided; that the building as presented is a pole building <br />with one inch thick styrofoam and one inch thick Nu -Wood and a painted steel <br />exterior; that there will be color and treated exterior as on the drawings; that <br />all work will be in accordance with 21C on the plan; that the south garage door <br />will be moved east to provide as much clearance as possible; that it does not <br />include any reference to signs; and that the applicant further agrees that <br />customer's vehicles will be removed from the premises and kept at a minimum,' <br />Seconded by W. Hill. Motion carried. A copy will be sent to Mr. Van Housen <br />and Mr. Gotwald with a letter siting recommendations. <br />Representing Midwest Radio - Television, Inc. were: Mr. Fred'Memmer, Attorney; <br />Mr. John Sherman, Engineer; Mr. Lawrence Haeg, President. Mr. Locher stated that <br />notices of the public hearings on the question of the special use permit. Mr. <br />Locher recommended we continue the hearing and also recommended limited commercial <br />zoning. Mr. Sherman reported that the tower will be 1,199 feet high and have <br />three guy wires so that if it should fall, it would wind down within the guy <br />wires. All who received notices were seen. The tower takes a 2,000 x 2,000 ft. <br />area and they stated that the land would remain open land. <br />They stated that they still have to get authorization from the FAA and the FCC, <br />but that they wanted authorization from this committee before moving up further <br />to the FAA and FCC. <br />Mr. Hill asked about the transmission power. He was told that it does not <br />interfere with reception of any other radio or television.
