II4he meeting was called to order at 7:40 P.M. by Mr. Larry Johnson. He told the people <br />present that this meeting is to discuss the proposed zoning ordinance, zoning districts, <br />and Land Use Map. At this meeting only the southeast quadrant of the City will be dis- <br />cussed. <br />February 10, 1983 <br />Task Force <br />Informational Meeting <br />Members of the task force and the Planning and Zoning Board present: Dougherty, Rosenthal, <br />Ostlie, Bloomquist, Goldade, Karth, Johnson, Klaus, Averbeck, Howard. City Planner, Mr. <br />Bill Short and Building Official, Mr. Peter Kluegel were also present. <br />Mr. Johnson gave a brief introduction as to how and why the task force was appointed and <br />how long they have been preparing the proposed zoning map and ordinance. <br />Mr. Short gave an outline of the 1974 Comprehensive Land Use Plan, the 1976 Land Plann- <br />ing Act mandated by the State of Minnesota and a brief outline of how the City had pre- <br />pared the present Comprehensive Land Use Plan during the period of 1978 to 1981. This <br />Plan will be in effect until 1990. <br />Mr. Short explained his maps and what the area designations meant. <br />Mr. Ed Vaughn - Mr. Vaughn lives in Birchwood, tele: 429 -1671 but is interested in Mr. <br />Lindquists land located near the intersection of Bald Eagle Blvd. and Rolling Hills Drive. <br />Mr. Lindquist owns 9.8 acres and Mr. Vaughn would like to subdived this property. Be- <br />cause of the moratorum a lot split cannot be recorded and it appears the new zoning <br />rdinance will require a lot size of 10 acres or more. <br />410 <br />r. Shortexplained that the very southeast corner of Lino Lakes is unique in that there <br />are a lot of one acre lots or smaller all without municipal sewer. The City would like <br />to halt further development of this nature before it generates the need for sewers. <br />New lots will have to be least 10 acres. The task force had originally thought about <br />bringing municipal sewer into this area from White Bear Township or Hugo but they could <br />not get a commitment from either city to include capacity for Lino Lakes. <br />Mr. Vaughn said if a person bought 40 acres to subdivide into lots there is no way four <br />lots could be realized since there would be a need for a street. Mr. Short said this <br />issue had not been addressed and something will have to he worked out. <br />Mr, David Howe - Mr. Howe lives in Shoreview, tele: 482 -1040, and owns three acres at <br />the very southeast corner of Lino Lakes. This lot adjoins Hugo and White Bear Township. <br />He would like to subdivide this lot'into two lots, one would he one acre, the second <br />lot would be two acres. One lot would have frontage and access from Bald Eagle Blvd. <br />in Lino Lakes and the second lot would have frontage and access to Hobie Court in White <br />Bear Township. Mr. Short felt if Mr. Howe could show a guarantee that sanitary sewer <br />could be provided to the two lots from White Bear Township the Council might be willing <br />to allow this subdivision. Otherwise this subdivision would not be possible. <br />Mr. Vaughn asked if there were any proposals for dump sites or additional parks in Lino <br />Lakes. Mr. Short said there are no dump sites planned nor is there any additional <br />regional park space planned. <br />erre Nadeau - 6644 - 20th Avenue - Mr, Nadeau felt the City should better utilize their <br />reeway intersections. He particularly felt that 35E and County Road J should be re- <br />served for commercial. <br />
