Diu <br />Planning and Zoning <br />June 17, 1981 /yLe" <br />The rekul'ar meeting of the Lino Lakes Planning and Zoning Board was called <br />to order•'on June 17, 1981, at 7:30 P.M. by Chairman Bathke, Members present; <br />Swistoski, Doocy, Flannery, Prokop. Absent; Klaus, Johnson. <br />Mr. Prokop moved to approve the minutes of May 20, 1981 as presented. <br />Seconded by Mr. Swistoski. Motion carried unanimously. <br />Mr. Schumacher presented the actions of the Council in reference to the <br />items presented to the Planning and Zoning Commission. Mr. Schumacher <br />pointed out the requirements of the new animal ordinance reducing the <br />animal unit to Z per acre. He also reported on the plans for the upgrading <br />of Highway #8 by Anoka County. <br />SPECIAL USE PERMIT - WOLTERS <br />This is for the construction of a commercial building in Carole's Estates <br />II. There was discussion on the requirements of the Anoka County Highway <br />Department in relationship to the driveway into this property. There was <br />also some discussion on the setback of the building with the Planning and <br />Zoning Board suggesting this conform to the existing buildings. <br />It was pointed out this is a one man operation with no retail sales. This <br />is basically a shop for his well drilling operation. <br />There was discussion of driveway surfacing, screening along the rear of <br />the lot, with the suggestion of a second row of trees, this had been before <br />RCWB and received their approval of the on -site system and drainage plans, <br />the matter of the fence and if it has a security arm, the arm should be to <br />the inside, and the fact there is no plans for the expansion of this <br />business in the future. <br />Mr. Flannery moved to recommend approval of this well drilling shop per Mr. <br />Short's letter with the exception of the set back requirement. Seconded by <br />Swistoski. Motion carried unanimously. <br />ICE CREAM PARLOR - KUNTZER <br />Mr. Short's letter was considered. This use is consistent with the land <br />use, but he had raised the question of possible problems with this building <br />being located between a liquor store and the 49 Club. He wondered about <br />teenage vandalism in the parking lots and the possibility of juvenile <br />intrusion in the liquor establishments. <br />There was discussion on possible traffic problems - particularly with the <br />smaller children who could walk or bike to the shop. There was a suggestion <br />of installing some posts to define an entrance and an exit for the parking <br />lot. The feeling of the Board was that there should be some barrier or <br />baricade to separate the parking area of the 49 Club from this area. <br />There was a question on the operating hours and it was indicated they would <br />be open from 10:00 A.M. to 10:00 /11:00 P.M. <br />ti, There was much discussion on the parking and the problems that could result. <br />Mr. Short had suggested additional lighting for the parking area. <br />Mr. Bathke summarized the discussion in that the proposed use is generaly <br />acceptable except for the close proximity to the 49 Club, with suggestions <br />
