.e„,az-et- <br />Planning and Zoning Comission <br />September 17, 1980 <br />The regular meeting of the Lino Lakes Planning and Zoning Commission was <br />called to order at 7:30 P.M., on September 17, 1980, by Chairman Reinert. <br />411 Members present; Doocy, Johnson, Schwankl. Absent; Bathke, Heath, Prokop. <br />Mr. Doocy moved to approve the minutes of August 20, 1980 as written. <br />Seconded by Mrs. Schwankl. Mr.Reinert objected to a statement on page 8, <br />saying that Mayor Gourley wanted it a part of these minutes that he objected <br />to the manner in which this meeting had been conducted. Mr. Reinert said he <br />felt the meeting had been conducted according to Robert's Rules. He also <br />wondered if this was what Mayor Gourley meant. Mayor Gourley said he had <br />no objections to the way the minutes were written. Mr. Reinert objected to the <br />statement that he had allowed a paid Attorney to speak at the meeting for the <br />homeowners. He said he hoped that he could allow any one to speak at a <br />public meeting. He asked that the statement that he believes in an open <br />meeting and would continue to operate in that manner. 4==. ,9 -- or <br />Mrs. Schwankl said she felt that she was on trial at that meeting she did not <br />feel that it was proper for the Attorney to make accusation to this Board <br />when they had no means of defending themselves. Mr. Reinert said he did not <br />feel that he was being attacked. Mrs. Schwankl said that was exactly how she <br />felt. <br />Motion carried unanimously. <br />Mr. Reinert asked for a report of the Council actions on the recommendations <br />of the Planning and Zoning Commission. Mr. Schumacher presented this report. <br />first item on the agenda was an application for a kennel license by Mr. <br />*The <br />Vernon Swanson for four dogs. Mr. Swanson lives at 6840 Sunset. Mr. Swanson <br />said he uses these dogs for hunting purposes only - he does not plan on breed- <br />ing. He said he has been in that location for 34 years and has had these <br />dogs for that length of time. Mr. Doocy said Mr. Swanson lives only a block <br />from hjm and he will verify what Mr. Swanson is saying. <br />Mr. Doocy moved to approve the Kennel lice- for Mr. Vernon Swanson with the <br />stipulation that no more than four dogs be kept at that location. Seconded <br />by Mr. Johnson. Motion carried unanimously. <br />The next item on the agenda was a request to move a house in Lino Lakes from <br />one location to another by Mr. Barott. This home has been inspected by the <br />Building Inspector and will provide pictures. The Mayor and one Planning and <br />Zoning Board member will inspect this week end. This home is located in the <br />Anoka -County Park property at 518 Aqua Lane. This home is to be moved onto <br />77th Street. <br />Mr. Kluegel said this is a two story home, 17 years old, and structurally <br />sound. It is being moved next to Mr. Chauncy LeVessuer home on 77th Street. <br />This is an area of a mixture of older and newer homes of various styles. <br />Mr. Doocy moved to approve the moving of this home. Seconded by Mrs. Schwankl. <br />Mr. Reinert asked who inspected this with Mayor Gourley and Mayor Gourley said <br />that he had been unable to contact anyone, so he had inspected this home alone. <br />Iliayor Gourley presented his report to the Planning and Zoning Board. Mayor <br />ourley had one concern - the siding is in poor condition visably. Mr. Barott <br />said he plans to stain this or to rub it down with steel wool to retain the <br />natural wood look - he not sure just what will be done as yet. Motion <br />carried unanimously. <br />
