May 27, 1981 <br />posed sewer along Highways #49 and #8 and was to have been called to order <br />at 7:30 P.M. Delay had been caused by the number of persons present. <br />After some discussion, Mayor Gourley called to meeting to order and moved <br />to continue the hearing until 9:00 P.M. at which time the meeting would <br />reconvene at St. Joseph Catholic Church on Elm Street. The motion was <br />seconded by Mr. Jaworski. Motion carried unanimously. <br />The meeting was reconvened. The first item on the agenda was a report from <br />Mr. Wayne Long and Mr. Bob Frigaard, Engineers from the firm of OSM. <br />Mr. Long presented the proposed route of the sewer, explaining the reasons <br />for that particular route, the designation of area A and area B and why <br />there were such designations, the estimated costs of the project and some <br />estimated figures for assessment purposes. <br />Mr. Frigaard explained the manner in which the overall acreage had been <br />computed and the reasons for an area wide assessment and how the individual <br />assessments would be computed. <br />Mr. Steve Mattson, of Juran 8 Moody, Financial Consultants, presented <br />the overall costs for this project at $3.5 Million Dollars. This figure <br />included all costs that would occur. Mr. Mattson had prepared a debt <br />retirement schedule and this he went through. <br />Questions from the Audience were answered at the completion of each <br />presentation. <br />Mayor Gourley noted that cards had been made available for persons from <br />the audience who had questions. These cards also asked if the person <br />wished to give testimony or just wanted their questions answered. <br />Upon completion of the presentation by the Consultants, Mayor Gourley <br />read the questions from the cards and they were referred to either one <br />or the other of the consultants for an answer. <br />A recess was called at 10:30 P.M. When the meeting was reconvened, Mr. <br />Jaworski moved to close this hearing at 11:30 P.M. and continue until July <br />15, 1981 at 7:30 P.M. at St. Joseph Catholic Church. Seconded by Mr. <br />Kulaszewicz. Motion carried unanimoulsy. <br />The meeting continued with questions being read and answers being supplied <br />by the Consultants. <br />The meeting was contined at 11:30 P.M. to be reconvened on 7/15/81. <br />July 15, 1981 <br />The Public Hearing on the Sewer Project was reconvened at 7:30 P.M. on <br />July 15, 1981 at St. Joseph Catholic Church. <br />All Council members were present. Mr. Locher, Attorney, Mr. Wayne Long and <br />Mr. Bob Frigaard of OSM, Mr. Steve Mattson and Mr. Andrew Merry of Juran <br />8 Moody and Mr. Schumacer were also present. <br />Since the last meeting, the coards had been sorted and put into catagories. <br />Mayor Gourley announced these questions would be answered, but for the <br />benefit of persons who were not present at the first meeting, he asked the <br />Engineers to present the nasic route and Mr. Mattson to present the bonding <br />schedule. <br />
