298 <br />COUNCIL WORK SESSION <br />February 24, 1986` <br />A work session of the Lino Lakes City Council was called to order <br />by Mayor Benson at 6:00 P.M., Monday, February 24, 1986. Council <br />members present: Bisel, Reinert, Bohjanen. Council member absent: <br />Marier. City Administrator, Randy Schumacher; Engineers, Bob Tod - <br />die and John Davidson; and Clerk - Treasurer, Marilyn Anderson were <br />also present. <br />Mayor Benson explained the purpose of the meeting was to review the <br />4th Avenue Funding. <br />Mr. Schumacher explained that Lino Lakes does not have a policy es- <br />tablished for funding state aid road systems and felt it would be <br />best to discuss this with the entire Council since there is a vari- <br />ety of ways of funding the local share of state aid systems. <br />Mr. Toddie explained his preliminary cost estimate for the 4th Ave- <br />nue MSA Project. He noted the total cost of the project as esti- <br />mated to be $472,833.00 and the local share could be $55,995.00. The <br />question would be how does the Council wish to fund the $55,995.00, <br />assess property owners, pay from general fund or a combination of <br />both options. Mr. Toddie did note that Mr. Nelson, developer of <br />Sherwood Green would be required to fund a portion of the $55,995.00 <br />possibly up to $25,000.00. <br />Mayor Benson noted that the City portion could be shared by Rice <br />Creek Watershed District (RCWD) and the Anoka County Highway De- <br />partment as agreed at an earlier meeting with those entities. <br />There was discussion regarding how other Cities assess for state <br />aid projects: a entire cost paid from MSA state aid and 2 from <br />assessing benefited property owners; establishing a set percent <br />per front foot or as in Lake Elmo, assess for acquisition of right- <br />of-way. <br />Mr. Schumacher asked what policy is most frequently used and Mr. <br />Davidson said the policy is usually related to street benefit. Mr. <br />Reinert said the method determined for the 4th Avenue project will <br />set a precedence for future projects and asked that something be <br />laid out for the Council. <br />Mr. Toddie indicated another question to be answered is what is an <br />assessable front foot. What about property that cannot be developed <br />or is cultivated? Mr. Davidson said Lake Elmo also has a policy on <br />unapproved farm land. He also suggested that deferred assessments <br />could be considered. Mr. Reinert also noted that an improvement <br />such as the 4th Avenue Project will improve property values of ad- <br />joining properties. <br />Mayor Benson asked that the information expected from RCWD regarding <br />Ditch #22 and information from the City Engineer regarding an assess- <br />ment policy be put together for the next Council Meeting so that the <br />
