July 28, 1980 <br />l4 <br />The regular meeting of the Lino Lakes CitW Council was called to order <br />at 7:30 P.M. by Mayor Gourley. Council members present; Elsenpeter, <br />Kulaszewicz, Jaworski, McLean. Absent; None. Mr. Locher, Mr. Meister, <br />and Mr. Schumacher were also present. <br />The minutes of July 14, 1980 were corrected as follows: Page 1, paragraph <br />7, add ' leases to coincide with date on special use permit; page 1, <br />paragraph 12, after the word 'date' add the word, 'forward'. Mayor Gourley <br />said the minutes stand approved as corrected. <br />On ocnsidering the minutes of July 17, 1980, Mr. Kulaszewicz moved to <br />approve as presented. Seconded by Mr. Jaworski. Motion carried with Mr. <br />McLean anstaining. <br />On considering the disbursements, Mr. Schumacher requested the Check for <br />Anfinson Hendricksen be held for more information. Mrs. Elsenpeter <br />questioned the checks for the Planning and Zoning Board members. They were <br />not listed. This will be done on the next list. Mr. Jaworski moved to <br />approve. Seconded by Mr. McLean. Motion carried unanimously. <br />Under the open mike portion, Mr. Gene Mobley presented a petition formulated <br />by the Lino Lakes Business Association requesting the City of Lino Lakes <br />be give a post office, or a branch office and one zip code. The orginaza- <br />tion is asking for support from this City Council. <br />Mayor Gourley said a Resolution supporting this concept will be prepared <br />by the end of the meeting. <br />Mr. Robert Herbst was next on the agenda. The Council had requested Mr. <br />Herbst to appear to discuss the problems with the gravel pit. <br />Mr. Kulaszewicz pointed out the many problems with teh area and noted that <br />Mr. Herbst had done quite a bit to keep this area free fo rubbish, but <br />several cars had been pulled out of the gravel pit and teh Council had <br />requested him to appear to discuss a solution to this problem. <br />Mr. Herbst said he is in the position to develop this land - with sewers. <br />He told the Councol that he and talked with Metro and that sewers could <br />be brought into that area - according to Mr. Karl Burandt. Mr. McLean <br />said he would like this in writing. <br />Mr. Schumacher pointed out this would entail the installation of 1 and 1/8 <br />mile of interceptor lines in White Bear Township to reach the Southern <br />border of Lino Lakes and would have to be paid for from either the City's <br />funds or be assessed - this could only be done with the cooperation of <br />White Bear Township. <br />Mr. Kulaszewicz asked what could be done in the meantime to control the <br />dumping of cars in the area along with the other debris that accumulates <br />and there seemed to be no answer. <br />Mayor Gourley suggested that teh Building Inspector, Police Department and <br />Mr. Volk sit down and see what can be done under existing ordinances. <br />The next item on the agenda was a report from teh Committee on the keeping <br />of animals. Mr. McGrath presented the Council with some guidelines that <br />had been worked out by this Committee. Mr. McGrath presented the ideas <br />that had been worked out and said that his committee is at a stand still <br />until some direction is received from this Council. <br />
