COUNCIL WORK SESSION <br />March 10, 1986 <br />A work session of the Lino Lakes City Council was called to order by <br />Mayor Benson at 6:07 P.M., Monday, March 10, 1986. Councilmembers <br />present: Marier, Bisel, Bohjanen. Mr. Reinert arrived a few minutes <br />later. City Administrator, Randy Schumacher; Engineer, Bob Toddie; <br />Public Works Director, Don Volk and Clerk- Treasurer, Marilyn Anderson <br />were also present. <br />Mayor Benson explained this meeting is a follow -up to a Council work <br />session held February 24, 1986 regarding a funding policy for 4th <br />Avenue. <br />Mr. Toddie presented the Council some written material he had prepared <br />regarding costs of the project and also materials on examples of two <br />different types of funding for paving and two different methods of <br />funding for storm sewer. He' also indicated there are 9675 LF of <br />assessable frontage. <br />Mr. Toddie explained the street replacement portion of the project <br />is all eligible for MSA funding. However, the Council can determine <br />a policy in which the benefited landowners share in this cost. He <br />explained two methods by which the paving in the project could be <br />shared by the property owners. One method was a straight assessment <br />per front foot and the second method was by a partial assessment. <br />1 <br />Mr. Toddie explained that approximately $49,245.00 of the storm sewer <br />portion of the project is not eligible for MSA funding. He has deter- <br />mined that Nelson Properties is liable for about $25,000.00 of these <br />costs because they will not be required to do some ponding and drain- <br />age within the plat Sherwood Green. He has also estimated $12,000 <br />as the City costs for clearing County Ditch #22. He also explained <br />the costs for cleaning Ditch #22 are only an estimate at this time and <br />also Rice Creek Watershed District has not committed themselves to <br />funding a portion of the ditch repair. He will be getting further <br />information on this later in the week. This means the City must deter- <br />mine a funding policy for approximately $36,245.00 of storm sewer costs. <br />Mayor Benson asked if Mr. Toddie has determined if other areas would <br />be benefited, possibly even in other cities. Mr. Toddie said no. <br />Mr. Marier said his recollection is that this project started as a <br />project to determine how to get water moving along 4th Avenue and <br />through the LeBlond property to Ditch #22. He asked how this has <br />become a $475,000.00 project. <br />Mr. Toddie explained what would be required to move the water most <br />effectivly and the costs involved. He said Mr. LeBlond will grant <br />an easement for a storm pipe and not for a ditch. The pipe for this <br />area represents the major costs of the storm sewer portion of the <br />project. <br />1 <br />
