Joint Meeting <br />June 4, 1986 <br />A joint meeting of the Lino Lakes City Council, the Planning and <br />Zoning Board and .Comp Plan Update Task Force was convened by Coun- <br />cilman Reinert at 6 :08 P.M. Members present: Marier, Bohjanen, <br />Bisel, Reinert, Doocy, McLean, Nelson, Averbeck, Cody, Mayor Ben- <br />son, Karth, Joyer and Klaus arrived later. City Administrator, <br />Randy Schumacher; Building Inspector, Pete Kluegel; Planners, Zack <br />Johnson and Bob Wuornos and Clerk - Treasurer, Marilyn Anderson were <br />also present. <br />Mr. Schumacher explained that Metropolitan Council is currently up- <br />dating Metro Development Guide and is also holding public hearings <br />asking input from the private and public sectors of the metro area. <br />Mr. Wuornos has drafted a letter to Metro Council outlining the de- <br />velopment concerns of Lino Lakes. He did attend the public hearing <br />held on May 28th to gain some insight on what other cities were pro- <br />posing and noted everyone had similar concerns regarding expanding <br />sewer facilities. Mr. Wuornos also noted some communities in the <br />Twin City area are forming coalitions, hoping this will aid their <br />efforts in securing additional sewer service. Another concern of <br />Metro area communities is the issue of forecasting population. Be- <br />cause of incorrect population forecasts services are not available. <br />Mr. Wuornos presented a map and explained the area of Lino Lakes the <br />Task Force would like included in the MUSA line, There was general <br />discussion regarding the fact that sewer is extended on three sides <br />of Lino Lakes at the present time and there is capacity for Lino Lakes. <br />Mr. Ray of the Metropolitan Waste Control has said it is not out of <br />the realm of reason for Lino Lakes to tap into these existing lines. <br />The letter Mr. Wuornos has drafted is requesting access to these lines. <br />There was further discussion regarding hooking into other lines in <br />other cities. Mr. Marier said he would like in writing what Lino Lakes <br />can and cannot do regarding hooking into other communities sewer lines. <br />Mr. Reinert asked if cities are continuing to develop comprehensive <br />plans, why hasn't Metro Council paid any attention. Why pay for a plan <br />to be developed if the plan cannot be implemented. Mr. Wuornos ex- <br />plained Metro Council decisions are made on relatively small amounts <br />of information. Cities need to update their plans. Mr. Wuornos ex- <br />plained that he has scheduled a visit from Mr. Shetler of Metro Council. <br />He suggested that Lino Lakes lobby for their interests of Metro Council. <br />This can be done through our Metro Council representatives. <br />Mr. Schumacher was concerned that Metro Council will deny Lino Lakes <br />Irequest for additional sewer capacity when the amount already allocated <br />to Lino Lakes -is not developed. Mr. McLean said the Task Force was not <br />looking at today but when the transition is made to smaller building <br />sites. <br />105 <br />
