1
1
May 28, 1974
The regular meeting of the Lino Lakes City Council was called to order at 8:00
p.m., May 28, 1974 by Mayor Bohjanen. Councilmen present; Marier, McLean. Absent;
Jaworski, Zelinka. Mr. Locher was also present.
The minutes of May 13, 1974 and May 21, 1974 could not be approved or corrected
at this time due to a lack of a quorum of Councilmen present at those_ meetings.
The Clerk had received notice of a special meeting called by the North Suburban
Sewer Service Board. This meeting will be held May 30, 1974 at the Fridley City
Hall. All Council members.. have a copy of the notice and the attached letter.
Mr. Zelinka arrived.
The Clerk's report included;
Receipt of $37.75 in Municipal fines.
A letter from Anoka County Council of Economic Opportunity with information of
State and Federal funded programs that will be in operation this summer. There is
one designated as Operation Mainstream for people from the age of 22 and up. The
Clerk requested permission to obtain the services of one person from this program.
This would be to set up the inventory in the shop and to set up a file on the
equipment. Each packet will have a master ticket indicating the date work was
done, type of work and cost. This would enable the Council to know when it is not
feasible to keep that particular piece of equipment. This program is entirely
funded from the Department of Labor. There was discussion on this. Mr. Marier
asked who would keep up the inventory once it is established.
Mayor Bohjanen felt this would be the responsibility of the Deputy Clerk. Mr.
Marier thought that the individual using the equipment should keep up the
inventory. Mr. Zelinka felt that this would be the responsibility of the supervisor.
Mr. McLean said this should be written into the job description. Mr. Marier felt
each department head should be accountable for the inventory and the materiel
should not be handled twice.
Mr. Zelinka moved to obtain one person from this program to set up this inventory.
Seconded by Mr. McLean. Mr. McLean, Mr. Zelinka and Mayor Bohjanen voted yes.
Mr. Marier repeated his question as to who was going to keep this inventory up to
date. Mr. McLean said this could be written into the job descriptions, each depart-
ment head is responsible for that departments inventory. Mr. Zelinka agreed. Mr.
Marier voted, Yes.
Mr. McLean asked that in connection with this program, part time help be obtained
to help in the Parks. Mr. McLean had talked to Mr. Johnson, who is taking care of
the Parks, and the hours are about 16 at Sunrise and 12 at the Hall property. Once
the seed and sod is in Lino Park there will be some work to be done there.
Mr. McLean moved to authorize the Clerk to obtain the services of two of the boys
in the NYC /OS program using Mr. Johnson as supervisor. Seconded by Mr. Zelinka.
Motion carried. Mr. Marier asked if this would be the total help needed for the
summer? Mr. McLean said, Yes, we have three pieces of equipment and with the
assistance of these two people, much additional work can be done.
