The Clerk had filled out the form and it is necessary
for the Council to designate a person to assume the Responsibility
Authority. The first item on the agenda was a request for a Special
Use Permit to keep a horse on less than five acres of land. This was
requested by Mr. and Mrs. James Kohler. The Board had been assured that
there was adequate pasture for the animal in the surrounding lands. Mr.
Marier so moved to allow the Special Use Permit with the stipulation that
this permit is for the present owners only. If the property is sold, the
Special Use Permit is void. Seconded by Mr. Jaworski. Motion carried.
North - Northeast Realty had requested a letter stating that the dumping
of cement scraps and soil at 7309 Lake Drive was not in violation of a
City Ordinance. This had been requested by this company in response to
the Anoka County Health Department's approval of this dumping. The Council
felt that this operation falls under the land fill catagory and thus is
under the County's jurisdiction. The Planning and Toning Board had re-
commended the consideration of a fence. Mr. Blackbird assured the Council
there is a fence there now. As long as the fill consists of small bits
of concrete and soil, Mr. Marier moved to approve this operation. Seconded
by Mr. McLean. Motion carried.
Mr. Richard Bodick had appeared asking permission to fill a lot located
on Orange Street. The Planning and Zoning had asked that he consult
with the City Engineer and report back to the next Planning and Zoning
Board meeting.
Mr. Glenn Rehbeing had appeared before the Board with plans for a new
building to be erected just South of his present location. The Engineer
found no problems with the drainage. Mr. Starr had several points for
compliance.
