Sarner, Clerk- Treasurer <br />January 23, 1978 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:00 <br />P.M., January 23, 1978, by Mayor Karth. Council members present; McLean, <br />Kulaszewica, Schneider, Zelinka. Absent; None. Mr. Locher and Mr. Gotwald were <br />also present. <br />Mr. Zelinka moved to approve the minutes of January 9, 1978 with corrections. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />Mr. John Blomquist was present to discuss the land owned by his firm located on <br />the East side of Otter Lake. Mr. Blomquist had been contacted for his plans for <br />this property since this is lands included in Ramsey County open space and this <br />City must formulate an answer for the Metropolitan Open Space. <br />Mr. Blomquist said his appearance at this meeting is to go on record as being <br />opposed to the acquisition of this land for open space. He said they have not <br />done any planning as yet, but this land has been discussed for high quality <br />homes on large estate type lots. He said he felt the time for the development <br />of this property is near. <br />Mayor Karth said the City's interest in his plans for the property is based on <br />the need to prepare a draft for presentation to the Metropolitan Open Sapce <br />Committee. <br />Mr. McLean outlined the City's agreement with Anoka County in reference to the <br />acquisition of more open space in this City. Mr. Zelinka asked if Mr. Blomquist <br />had had any contact from the Ramsey County Open Sapce as to their plans for that <br />area and Mr. Blomquist said, No. Mr. Zelinka explained this land bad been sug- <br />gested as a site for Boy Scout overnight camping. <br />Mr. Blomquist asked what the next step is for the City and Mr. McLean explained <br />the City must,-make a formal proposal and present to the Ransey County Open Space <br />and Metropolitan Open Space Committee. <br />Mr. Zelinka asked Mr. Blomquist if he would prepare a letter for the City setting <br />forth the general intent for the use of that property and if there are minutes of <br />Board meetings where this land has been discussed, this would indicate the plans <br />are not newly formulated. Mr. Blomquist said this land has been discussed many, <br />times, but would have to research his office files on this matter. However, he <br />will forward a letter to the Council setting forth the plans for the property. <br />The Clerk presented the following items for Council consideration: <br />..Title II Funds for the quarter beginning January 1,1978 had been received in <br />the amount of $1340.00; <br />
