60 January 9, 1978 by i1 Schneider. Motion carried umanixgously, Mr. Zelinka moved to approve checks #8514 through and including #8550. Seconded by Mr. Schneider. Motion carried unanimously. Mr. Kulaszewicz moved to adjourn at 10:00 P.M. Seconded by Mr. McLean. Aye. These minutes were corrected and approved at the January 23, 1978 meeting. Edna L. Sarner, Clerk- Treasurer January 23, 1978 The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M., January 23, 1978, by Mayor Karth. Council members present; McLean, Kulaszewica, Schneider, Zelinka. Absent; None. Mr. Locher and Mr. Gotwald were also present. Mr. Zelinka moved to approve the minutes of January 9, 1978 with corrections. Seconded by Mr. McLean. Motion carried unanimously. Mr. John Blomquist was present to discuss the land owned by his firm located on the East side of Otter Lake. Mr. Blomquist had been contacted for his plans for this property since this is lands included in Ramsey County open space and this City must formulate an answer for the Metropolitan Open Space. Mr. Blomquist said his appearance at this meeting is to go on record as being opposed to the acquisition of this land for open space. He said they have not done any planning as yet, but this land has been discussed for high quality homes on large estate type lots. He said he felt the time for the development of this property is near. Mayor Karth said the City's interest in his plans for the property is based on the need to prepare a draft for presentation to the Metropolitan Open Sapce Committee. Mr. McLean outlined the City's agreement with Anoka County in reference to the acquisition of more open space in this City. Mr. Zelinka asked if Mr. Blomquist had had any contact from the Ramsey County Open Sapce as to their plans for that area and Mr. Blomquist said, No. Mr. Zelinka explained this land bad been sug- gested as a site for Boy Scout overnight camping. Mr. Blomquist asked what the next step is for the City and Mr. McLean explained the City must,-make a formal proposal and present to the Ransey County Open Space and Metropolitan Open Space Committee. Mr. Zelinka asked Mr. Blomquist if he would prepare a letter for the City setting forth the general intent for the use of that property and if there are minutes of Board meetings where this land has been discussed, this would indicate the plans are not newly formulated. Mr. Blomquist said this land has been discussed many, times, but would have to research his office files on this matter. However, he will forward a letter to the Council setting forth the plans for the property.
