70 <br />February 13, 1978 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:00 P.M. <br />on February 13, 1978 by Mayor Karth. Council members present; McLean, Kulaszewicz, <br />Schneider, Zelinka. Absent; None. Mr. Locher was also present. <br />Mr. Zelinka moved to approve the minutes of January 23, 1978 with corrections. Seconded <br />by Mr. McLean. Motion carried unanimously. <br />Mr. Zelinka moved to approve the minutes of the special meeting held on January 25, <br />1978 with representatives from Anoka County as written. Seconded by Mr. McLean. <br />Motion carried unanimously. <br />The Clerk presented the following items for Council consideration: <br />..Mr. Gotwald had reviewed the plans and specifications as submitted by the Minnesota <br />Department of Transportation for the reconstruction of the intersection of Highway #8 <br />and Highway #49. Mr. Gotwald had recommended approval of this project and the Resolution <br />he passed. Mayor Karth read the Resolution as suggested by the MDOT. Mr. Zelinka moved <br />to pass -the Resolution. Seconded by Mr. McLean. Motion carried unanimously. <br />..All memners have a copy of the year ending financial report. This must either be <br />posted in three public places or published. Since the bulletin boards have not been set <br />up as yet, Mr. Schneider moved to publish this report. Seconded by Mr. Zelinka. Motion <br />carried unanimously. <br />..The Clerk presented the current status of the Country Lakes use of the $50,000.00 <br />paid to this City last year. Mr. Kronholm had noted the lots that the deliquent <br />assessments will be cleared. In order to clear the deliquent assessments, the deliquent <br />taxes must also be cleared. The Clerk is to meet Mr. Nerka at the County Auditor's office <br />to clear this matter. However, in order for the Auditor to receipt this money. it will <br />be necessary for the City to write a check for the $50,000.00 payable to the Anoka County <br />Treasurer. The Clerk had been advised to submit a letter for an early draw in the amount <br />of $50,000.00. This money can then be processed and returned immediately. Mr. Zelinka <br />moved to approve this action. Seconded by Mr. McLean. Motion carried unanimously. <br />..Reported on a letter from the Anoka County Auditor noting that precinct caucuses will <br />be held on Tuesday, February 28, 1978 in all election precincts and no governing body <br />may conduct a meeting after 7:00 P.M. on that day. <br />..Notice of the publication of the League of Minnesota Cities Directory of Municipal <br />officials is available. Mr. Zelinka moved to purchase one copy for use in the office. <br />Seconded by Mr. Schneider. Motion carried unanimously. <br />..The Clerk presented a paste up copy of the Information Guide. The Council would like <br />time to consider, perhaps, enlarging this publication and asked that the matter be put on <br />the agenda for the February 23, 1978 specail meeting. <br />..A refund from Lakeland Fire and Casualty Co. in the form of a dividend from the Workers <br />Compensation insurance in the amount of $1260.00 had been received. <br />Mayor Karth introduced Mr. Oswald from the Youth Service Bureau of Forest Lake. Mr. Oswald <br />presented the computations they had worked out for funding from local municipalities. The <br />assessment for the City of Lino Lakes works out to $2,150.00, which has been computed at <br />0.50 per capita. Mr. Oswald said the Attorney is drawing up a joint powers agreement. <br />Mr. Zelinka asked what this money would be used for and was told to pay rent, utilities, <br />staff and facilities. The current facilities are inadequate, more space is needed. The <br />Council was told this is a private, non - profit orginazation; the Forest Lake School District <br />acts as their fiscal agent; they have no connections with the Jonathan Home for Boys. Their <br />work is with early offenders before they get to that stage. <br />1 <br />1 <br />After some discussion, Mr. Zelinka moved to table this matter until after the final budget III <br />hearing. Seconded by Mr. Kulaszewicz. Motion carried unanimously. <br />Mr. Howard Neisen, State Representative for this area, was in the audience. Mayor Karth <br />asked if he had any special reason for attending and Mr. Neisen said, No, just touching <br />base and reminding the Council that if they have any problems he can help with, just to <br />
