109 <br />May 15, 1978 <br />The special meeting of the Lino Lakes City Council was called to order at 7:30 P.M. on <br />May 15, 1978 by Mayor Karth. Council members present; McLean, Kulaszewicz, Schneider, <br />Zelinka. Mr. Locher was also present. The Union was represented by Mr. Larry Bastian. <br />Mayor Karth said the purpose of the meeting is to go through the Union contract and clear <br />the several points remaining unsettled. <br />If this is to be a three year contract, a salary schedule for Mrs. Pankratz must be set <br />up. Mr. Weisenberger had called Mayor Karth and suggested the following salary schedule; <br />1978 - $792.00; 1979 - $847.00; 1980 - $906.00. Mayor Karth said the figures he would sugg- <br />est are as follows: 1978- $780.00; 1979 - $835.00; 1980 - $894.00. This schedule would <br />only be considered if this position remains in the bargining unit. <br />Mr. McLean suggested starting from the top and clean up the points in order to insure there <br />are no points missed. <br />The salaries was dicussed with Mayor Karth's suggested figures for Mrs. Pankratz and a <br />$75.00 increase each six months for the Patrolmen. The Council agreed to this. The $75.00 <br />is to be added to the current salary steps as they appear in the 1977 contract. <br />Mr. Locher asked that 3.13 be added to clarify 'working days' as opposed to 'calendar days'. <br />Mr. Bastian said this is automatically considered as 'calendar days' where not specifically <br />stated as 'working days'. <br />Mr. Bastian asked that under 6.1, a statement to the effect "that new members may or may <br />not join the Union, but if they do not, then they must pay 85% of the current union dues. <br />The Council had no objection. <br />Mr. Bastian said under Article VII he would insert the word 'calendar' wherever necessary. <br />A discussion of 9.1 dealing with seniority clarified the implications this Article has in <br />relationship to part time Personnel. The Seniority is to be computed on the actual.hours <br />worked. <br />• <br />Under 9.3, the words 'based on relevant job qualifications' is to be added. There was <br />discussion on whether this clause should be added to 9.4, with the general consensus of the <br />Council that it should not be added. <br />10.5 - This clause applies only to non - veteran personnel. Under the Veterans Preference <br />Act, a Veteran may not be suspended without pay. <br />Under Article XVI, delete the word 'Severance' in the title and add the word 'maximum' <br />after 'The' in the second line. <br />Under Article XVII, the following sentence will be added. "Employees will not use earned <br />accumulated vacation time during their first year of employment without specific employer <br />authorization ". <br />Under Article XVIII, the personnel is now being paid for eight Holidays. For the year <br />1978, one floater will be added and for the year 1980, the second floater will be given. <br />This will be a total of nine paid Holidays for 1978 & 1979 and ten for 1980. <br />Article XIX will be changed to read, "all eligible employees will join the H & W plan <br />offered by the City. The City will pay coverage for employees only for Hospitalization, <br />Life Insurance, and Long Term Disability as the present policy provides per policy limits. <br />If the dependents are to be covered, the employee will assume the cost of this coverage. <br />
