June 5, 1978 <br />119 <br />The special meeting of the Lino Lakes City Council was called to <br />order at 7:50 P.M., on June 5, 1978 by Mayor Karth. Council members <br />present; McLean. Schneider, Zelinka. Absent; Kulaszewicz. <br />The first order of business was considered of the method by which Mr. <br />Ulmer can pay the assessment for park purposee. Mayor Karth said Mr. <br />Ulmer was under the impression that he could pay his park deduction <br />funds on a per lot basis. This plat had been approved and signed <br />before the decision on what the assessment would be had been made. <br />The assessment on this particular plat is around $8,000.00. <br />Mayor Karth suggested resolving thos matter to the satisfaction of <br />each party. He suggested a certain protion be paid on a per lot <br />basis, then at the completion of that portion. the balance be paid <br />in full. <br />Mr. Ulmer suggeated that simce he has submitted a letter of credit <br />for Ricel Lake Lane. he be allowed to finish that street on a per <br />lot basis. When the other streets are opened up, then the balance <br />be paid in full. <br />Mr. Ulmer said this matter had been discussed at both Planning and <br />Zoning and at Council meetings. He had asked about this at that <br />time and no descision had been made. Mr. Ulmer said he was under <br />the impression that he could pay this assessment per lot. Mr. <br />Ulmer said he had paid a portion on this basis and he asked that he <br />be allowed to continue in this manner. <br />Mr. McLean felt this street represents approximately one half of <br />the plat and he would hesitate to approve that many lots on this <br />basis. <br />Mr. Schneider suggested one - third of the lots be paid in this manner <br />and the balance paid when this point has been reached The general <br />consensus of Mr. Ulmer and the Council this manner of operation <br />would be acceptable. <br />Mayor Karth said this could affect the other hard shells that had <br />been signed before the decision on charges had been made. A de- <br />cision will have to be made on those plats. <br />Mr. McLean moved to allow Mr. Ulmer to satisfy the funds for park <br />purposes on a per lot basis for 1/3, or 20, of the lots and the <br />balance be paid at that time or one year from the datethe hardshells <br />were signed. whichever comes first. Seconded by Mr. Zelinka. Motion <br />declared passed. <br />Mr Mobley had presented the Council with a memo to the effect that <br />he will be out of town from June8, 1978 through June 19, 1978 re- <br />questing the Council to accept Mr. Edwin Bloomstrand, Building In- <br />spector for Circle Pines, as a temorary Building Inspector for Lino <br />Lakes with some assistance from Mr. Volk. <br />Mr. Zelinka moved to approve the appointment of Mr. Edwin Bloom- <br />strand as temporary Building Inspector with payment of services to <br />be arranged between Mr. Mobley and Mr. Bloomstrand.
