128 <br />June 26,1978 <br />The regular meeting of the Lino Lakes City Counci'1 was called to <br />order at 8:00 P.M. on June 26, 1978 by Mayor Karth. Council mem- <br />bers present; McLean, Kulaszewicz, Schneider, Zelinka. Absent; <br />None. Mr. Locher and'Mr. Gotwald ware also present. <br />Mr. Zelinka moved to approve the minutes of June 12, 1978 as writ - <br />ten. Seconded by Mr: Kulaszewicz. Motion'declared passed. <br />Mayor Karth presented Mr. Don Anfinson and Mr. Ron Meyers, City <br />Auditors. Mayor Karth said these men had been invited to this <br />meeting to discuss the 1977 audit and the water and sewer rate <br />study done for the City. <br />Mr. Anfinson 'eXplained the major points of—the audit and explain- <br />ed there are no comparison sheets due to the funds being Convert- <br />ed to the modified accrual method of reporting. The new law on <br />this subject was discussed and Mr. Anfinson pointed out that soon <br />the budgeting and record keeping will have to be done in'this <br />same manner. <br />Mr. Anfinson also suggested a record of property and their' cost. <br />This would be' used to establish the fixed assets for auditing pur- <br />poses. <br />The management letter accompanying the audit was discussed by Mr. <br />Schneider and the recommendations made by the Auditor have all <br />been incorporated into the record keeping system. <br />Mayor Karth thanked Mr. Anfinson for his explanation and advise <br />over the past two years. Mr. Zelinka said he appreciated the as- <br />sistance given by the Auditor and felt that he had a better under- <br />standing of the City's financial status. <br />Mr. Ron Meyer explained the water and sewer rate study and why <br />some items were included. The matter of the lift station was dis- <br />cussed. Mr. Locher said he has heard nothing since sending all <br />the material to the Attorney for the MWCC. <br />Mr. Gotwald said the lift station is a Metro facility that is be- <br />ing maintained by the City and as such, all expenditures incurred, <br />will be reimburseable. <br />Mr. Schneider said he had a question from Mr. Volk asking if the <br />current water system would handle 92 new homes and Mr. Gotwald said <br />Yes, that system was designed to handle the entire area. How- <br />ever, a second well will be needed when the area is developed and <br />at that time, an elevated tank will be needed. This construction <br />cost will be handled by special assessments. <br />Mr. Schneider asked the Council for an opinion on the timing of <br />the rate structure - would this be done by Council action or should <br />a public hearing be held. Mr. McLean suggested that perhaps it <br />would be better to hold a public hearing. Mr. Gotwald felt that <br />sending a notice of the intent and inviting the residents to at- <br />tend a Council meeting might be a better way of handling this mat- <br />ter. <br />
