2' <br />September 11, 1972 <br />The regular meeting of the Lino Lakes Village Council held on September 11, 1972 was <br />called to order by Mayor Bohjanen at 8:00 P.M. Present were Trustees Cardinal, Marier, <br />Jaworski and 7elinka. Also present were Attorney Locher, Mr. Gotwald, Engineer; and <br />Deputy Clerk Mrs. Sarner. <br />The following correction was made on the minutes of August 28, 1972: Page 3 last <br />paragraph change the name " Marier" to "Cardinal ". <br />Mr. Jaworski moved to accept the minutes as corrected. Seconded by Mr. Cardinal. <br />Carried. <br />Mrs. Sarner read a letter from B. N. Harris Company in response to the Council's request <br />for information concerning their plans for the land near 135E. Discussion of repealing <br />the commercial zoning followed. Mr. Marier asked if property sold under the old re- zoning <br />code would carry the rezoning to the new owner. Mr. Locher said Yes, under the old code <br />but not the new one. Mr. Locher felt that if we repealed the zoning on the Harris . <br />property they could challenge and we could get involved in a law suit. He felt that some <br />of the owners would not challenge and the property could revert to the original zoning. <br />The Clerk was instructed to write to the Harris Company telling them that at the time <br />of rezoning there was no indication from the Council as to when utilities would be <br />available in that area. also asking if their intentions concerning the property is the <br />same is when it was rezoned. <br />Mrs. Sarner reported that there had been no answer from Allan Robinson on his sign <br />permit renewal. Mr. Bohjanen said he had talked with Mr. Robinson and Mr. Robinson <br />felt that he only had two signs not three and that the signs had not been inspected. <br />Mr. Dupre was asked when the signs were inspected last and replied that it was a least <br />1 to 1 1/2 years ago since he had seen them. Mr. Bohjanen asked if we were required to <br />inspect all signs. Mr. Locher said Yes, that our code says they must be inspected <br />annually, since we require sign permits. Also to insure that they are safe and if a <br />sign has been removed, that all the debris is removed. If the signs are not inspected <br />then we cannot charge a fee for inspection. The penalty for violation of the sign <br />code is '4300 fine - 90 days in jail or both. <br />Mr. Marier moved that we make a lise of all sign permits and the ones that are now <br />due for inspection. ,Seconded by Mr. Cardinal. Motion carried. <br />Mf. 'elinka requested that as soon as the list is ready that the building inspector <br />is to inspect all signs. Mr. Cardinal asked Mr. Locher about having the Building <br />Inspector fill out a form at the time of inspection including size and date of inspection. <br />This was agreed to by the Council and the Clerk was insturcted to make up such a form. <br />Mr. Dupre admitted that maybe one of the signs was down. Mr. Locher read from our <br />sign Ord. the owner is required to inform the building inspector if a sign is to be <br />removed, the building inspector is to check to make sure all debris is removed at the <br />same time. Mr. Marier said we should get the signs inspected as soon as possible. <br />Mr. 'elinka suggested showing a copy of our Ordinance to Mr. Robinson as the time of <br />inspection. Mr. Bohjanen requested that Mr. Dupre inspect Mr. Robinson's signs and <br />give him a copyof our Ordinance at the same time. Mr. Jaworski said the sign should <br />be inspected at once and Mr. Robinson's application in by the next meeting. <br />Mr. Myhre reported that the cleaning of the trees at Ed's Skelly is all done. The <br />Council asked the Clerk to write a letter to them requesting an answer to our letter <br />stating that they had completed the work. <br />The Deputy Clerk read the letter from the Water Cgmmission. There was discussion on <br />the proposed meeting with Mr. Hamblin. They would like to get someone to meet with <br />him during the day before the Park Board Meeting. Mr. Cardinal said he would contact <br />Mr. Harold Lehman, a former Park Board Member, and ask him to meet with Mr. Hamblin. <br />
