257 <br />February 25, 1974 <br />Mr. McLean moved to approve requistions number 385, 386 and 387 with the above <br />stipulation. Seconded by Mr. Marier. Motion carried. <br />There was a question on bill #5627, no requistion accompanied the bill. The Council <br />requested that this matter of no requisitions be ceased. All bills must have a <br />requistion. <br />The Clerk was instructed to mark the portions of the Engineer's, Attorney's and <br />Planner's statements that are to be billed back to the persons the service was <br />done for. <br />Mr. Marier moved to approve bills #5600 through #5633 inclusive. seconded by Mr. <br />McLean. Motion carried. <br />Mr. Jaworski moved to approve payroll checks number 2322 through #2352 inclusive. <br />Seconded by Mr. Marier. Motion carried. <br />Mr. Marier moved to adjourn at 10:30 p.m. Seconded by Mr. Jaworski. Aye. <br />The minutes approved at the meeting of March 11, 1974. <br />Clerk- Treasurer <br />March 11, 1974 <br />The regular meeting of the Lino Lakes City Council was called to order by Acting <br />Mayor Zelinka at 8:05 p.m. on March 11, 1974. Councilmen present; Jaworski, Marier, <br />McLean. Mayor Bohjanen was absent due to illness. Mr. Locher and Mr. Gotwald were <br />also present. <br />Mr. Marier moved to accept the minutes of February 25, 1974 as corrected and written. <br />Seconded by Mr. McLean. Motion carried with Mr. Zelinka abstaining. <br />The Clerk reported on the following items; <br />A letter from the Enviornmental Service Bureau talking about a bill referred to <br />as the 'Comprehensive Energy Conservation Bill.' The Council did not take any action <br />on this. <br />Read a letter from the State of Minnesota announcing a 'Conference on Natural <br />Disasters' to be held at the Leamingtion Hotel, Minneapolis on March 21, 1974. <br />Mayor Bohjanen had left a note stating that he would like to attend this <br />conference and have Mr. Cape go with him, If Mr. Cape is available. Mr. Jaworski <br />moved to approve the attendance to this conference by Mayor Bohjanen and Mr. Cape, <br />if he is available. Seconded by Mr. McLean. Motion carried. <br />Reported that she had received a copy of the December report and the year end <br />report from the Circle Pines Utility Commission. The Council requested copies. <br />Read a letter from the Department of Natural Resources in reference to the <br />Flood Insurance Program. The letter insists that the City of Lino Lakes participate <br />in this program. The general consensus of the Council was that this is an <br />unnecessary program and is not needed in the City. The Council was also concerned <br />about the high rates charged for this coverage and the fact that if there is not <br />enough Federal Funding, the City could possibly be required to subsidize the <br />program. Mr. Marier moved to answer the letter by the points listed, detailing the <br />areas of damage and inform the Department this problem is now controlled by the <br />Comprehensive Land Use Plan. Seconded by Mr. Jaworski. <br />Mr. Locher pointed that the requirement of a perc test by the City was not <br />recognized - in fact, wasn't even mentioned. <br />
