Aye.
Minutes approved at the meeting of January 10, 19
Clerk- Treasurer
1/10/72
The first regular 1972 Lino Lakes Village Council meeting held on January 10th
was called to order by Mayor Bohjanen at 8 :02 p.m. He noted that the meeting
was being recorded. Trustees present were: Donald Marier, Ronald Jaworski and
Andrew Cardinal.
Mr. Jaworski moved to approve the minutes of the December 27, 1971 meeting as
corrected. Seconded by Mr. Cardinal. Carried unanimously.
Mr. Bohjanen asked for nominations to fill the vacancy on the Council. Mr.
Marier moved to nominate Maxine Swanson to fill the vacancy on the Council.
Seconded by Mr. Bohjanen. He asked for other nominations; Mr. Jaworski noted
that there was a motion on the floor and another nomination would be out of
order. Vote on the motion: Marier- -Yes; Jaworski--Aye; Cardinal - -No; Bohjanen --
Yes. Motion carried. Mrs. Swanson was sworn into office by Attorney Locher.
Father Jack Wirth of St. Joseph's Church gave the invocation.
Mr. Bohjanen stated that for the past several years we have had a citizen's
award presented to some deserving person in the Village; this was originally
started by the Community and Business Development Committee, so he had turned
this over to them. Temporary Chairman Bill Houle escorted Mrs. Julia Faymoville
to the front to receive a corsage and plaque as the 1972 Citizen of the Year.
Mr. Houle read a lengthy list of background information and civic activities
which Mrs. Faymoville had participated in.
Mr. Bohjanen made the following appointments:
Attorney -- Landol Locher
Clerk- Treasurer - -June Emerton
Deputy Clerks - -Elsie Linnell and Joan Heath
Engineers -- Milner W. Carley. & Associates
Mr. Jaworski interupted, pointing out that it was improper to list the Clerk as
an appointment as she is a fulltime employee of the Village; he felt that if
this was a motion that it was improper. Mr. Bohjanen stated that none of these
appointments run for a particular year, but are routinely named. He asked Mr.
Locher for a opinion. Mr. Locher stated that the Handbook for Villages does
state specifically that terms, except for the designation of the official news-
paper, do not necessarily run for a full term of 1 year. Mr. Locher read from
the Handbook that it is no longer required by statute nor advisable to appoint
officials each year; the common practice is to make all appointments of indef-
inite duration subject to termination at Council discretion. A person once
appointed continues to serve until he resigns or is removed by Council action.
Mr. Jaworski stated that the Clerk was hired under Ordinances 43A & B and would
not qualify as an appointment. Mr. Locher suggested proceeding with the other
appointments while he checked further.
Mr. Bohjanen continued with the appointments:
Assessor - -Edna Sarner
Weed Inspector--R. V. Ellingsen
Animal Control- -Bruce Fleming
C D Director -- Charles Cape
Fire Marshall- -Jim Livingston
Liaison to the Gas Utilities - -Bill Blaylock
