20S <br />S n �l <br />February 14, 1977 <br />The regular meeting of the Lino Lakes City Council was called to order at 8:15 P.M. <br />February 14, 1977 by Acting Mayor Karth. Council members present; Schneider, <br />Zelinka. Absent; Mayor Bohjanen, McLean. Mr. Locher was also present. <br />Mr. Schneider corrected the minutes of January 24, 1977 as follows; page 4, para- <br />graph 12, third line, change word 'budget' to'cash flow'. Mr. Zelinka moved to <br />approve the minutes as corrected. Seconded by Mr. Schneider. Motion carried un- <br />animously. <br />The Clerk presented the foliwoing items for Council consideration; <br />..The Metropolitan Council Staff had written their comments on the package presented <br />to them in conjunctions with the requirements as established for the installation <br />of the interceptor. The Council had comments on varboesaspects of this memorandum <br />as did the Attorney. After some discussion, Mr. Zelinka moved to authorize Mr. <br />Gotwald, Mr. Locher, and Mr. Short to attend the February 17, 1977 meeting. Seconded <br />by Mr. Schneider. Motion carried unanimously. Any Council members or Planning <br />and Zoning Board member that can attend should also be there. <br />..The Actual Use Report for Entitlement Period 7 was presented for Council con- <br />sideration. Mr. Schneider moved to approve the report as presented and authorize <br />the publication. Seconded by Mr. Zelinka. Motion carried unanimously. <br />..The Lino Lakes Parents Club had applied for a Bingo Permit for April 1, 1977. <br />Mr. Zelinka moved to approve this request and waive Bond requirement and declare <br />a Community Interest Action. Seconded by Mr. Schneider. Motion carried unanimously. <br />..The Police Contract with Centerville had been returned for Council approval of <br />some changes made by Centerville. The original had used conflicting population <br />figures for the two Cities. This had been adjusted by the Centerville Council. <br />The amount now due from Centerville is $12,460.00 per year, $3,115.00 per quarter. <br />Seconded by Mr. Schneider. Motion carried unanimously. <br />..Material on the City Clerk's Conference had been received. This had been checked <br />by Mr. Schneider and he felt the Clerk should attend. Mr. Zelinka so moved. Sec- <br />onded by Mr. Schneider. Motion carried unanimously. <br />Mr. Dick Olson, of the Pilot's Association, was present. He reported that he had <br />been working to get Rice Lake cleaned and had finally been told that the possibility. <br />exists. The orginazation requires a letter from the City that this action is supp- <br />orted by the City. Mr. Olson said that 2/3's of the cost would be paid by the <br />State and the remaining 1/3 by the DNR and this would entail the cleaning of Rice <br />Lake and Marshan Lake. The Seaplane base would then be designated as a Metropolitan <br />Seaplane Base, and a public seaplane dock would be installed. <br />Mr. Schneider asked if Mr. Olson had been contacted by Mr. Harold Lehman and Mr. <br />Olson said, No. Mr. Schneider said Mr. Lehman had called to say that he would <br />object to any expansion of the base. He felt the planes currently using that lake <br />are too disruptive. <br />Mr. Olson said he had not heard about the objections and he would be glad to talk <br />with Mr. Lehman. <br />The Clerk was instructed to write the letters as requested by Mr. Olson since <br />this action had been approved at a previous meeting. Mr. Zelinka suggested mak- <br />ing note of the fact of the Park and there should be no adverse effect on the wild <br />
