j; = -i <br />June 13, 1977 <br />The regular meeting of the Lino Lakes City Council was called to order at <br />8:00 P.M. on June 13, 1977 by Acting Mayor Karth. Council members present; <br />McLean Schneider, Zelinka. Absent: Mayor Bohjanen who is on vacation. Mr. <br />Locher was also present. <br />Mr. Karth asked Mr. Schneider to introduce Mr. Zantek. Mr. Schneider told <br />the members that Mr. Zantek was present to appraise the Council of the <br />Changes taking place at the MMTC and the effect this will have on the <br />community. <br />Mr. Zantek presented a drawing of the facility indicating the fence that <br />is being installed. This will enclose four of the cottages and four will <br />remain outside the fence. The units outside the fenced area will be used <br />by the Anoka County Juvenile Department. The remaining two cottages will <br />have other usei that has not been determined at this time. <br />Mr. Zantek said the facility will house 144 medium security males on com- <br />pletion. At the present time, the criteria for just what is medium sec- <br />urity has not been finalized. <br />Mr. Zantek explained the double fence will have concertina wire between. <br />This is a very sharp coil and has proven to be a deterrent to escape <br />attempts. The inside fence is also equipped with an electronic 'E' field <br />with seven closed circuit TV cameras monitoring the fence at all times. <br />There will be one tower and a control center for monitoring the walls. <br />Construction completion is planned for the end of October, but Mr. <br />Zantek felt the facilities would not be ready for occupancy before the <br />middle of November or later. <br />Mr. Zelinka asked about the security personnel and Mr. Zantek said there <br />will be approximately 141 people just for security. <br />Mr. Schneider asked how many inmates were at the facility at the present <br />time and Mr. Zantek said they have 85 minimum security men at the plant now. <br />The question of the role of the Lino Lakes Police in relationship to this <br />operation was put forth. Mr. Zantek said the MMTC Security personnel will <br />handle the internal problems. The City Police will only be involved with <br />the inmates of the cottages ouside the fence. The LLPD will only be <br />called in if there is a major disturbance. <br />Mr. Zantek felt there will be much less problems with this type of operation <br />than with the previous operation with juveniles. <br />The Council thanked Mr. Zantek for his information and the time spent in <br />informing the Council of the plans for the facility. <br />Mr. Zelinka moved to approve the Minutes of May 17, 1977 as presented. <br />Seconded by Mr. McLean. Motion carried unanimously. <br />The Minutes of May 23, 1977 were corrected as follows: Page 5, paragraph <br />6, add 'non' in front of the word 'inflamable'. Mr. Schneider moved to <br />approve the minutes with corrections. Seconded by Mr. McLean.
