118 <br />At 8:02 p.m. on January 27, 1969, the Lino Lakes Village Council meeting of <br />January 13 was reconvened specifically for the consideration of a legal news- <br />paper. Mr. Cardinal moved that the Circulating Pines be considered as our legal <br />newspaper. Seconded by Mr. Rosengren. Vote: No, Mr. Jaworski, Mr. Bohjanen, <br />and Mr. L'Allier; Aye, Mr. Cardinal and Mr. Rosengren. Motion failed. <br />Mr. Bohjanen then moved that the Blaine Life be designated as our legal news- <br />paper. Seconded by Mr. Jaworski. Vote: No, Mr. Cardinal, and Mr. Rosengren; <br />Aye, Mr. Jaworski and Mr. Bohjanen and Mr. L'Allier. Motion carried. <br />Mr. Rosengren raised the the question of the amount of circulation within the <br />Village, stating that he was sure that the Circulating Pines had more. Mr. <br />Locher quoted from MSA 412.831, which read that the legal newspaper was to be of <br />general circulation with no other circulation requirements. <br />Mr. Bohjanen moved to adjourn the meeting at 8:05 p.m. Seconded by Mr. Jaworski. <br />Carried. <br />The regular Lino Lakes Village Council meeting of January 27, 1969, was called <br />to order at 8:06 p.m. by Mayor L'Allier with all members present. <br />The following corrections were made to the minutes of the January 13 meeting: <br />Page two, last paragraph, under councilmen's responsibilities:, <br />Mr. Bohjanen -- liaison to the Community and Business Development Commission and the <br />two watershed commissions. <br />Mr. L'Allier-- liaison to the Anoka County Association of Municipalities. <br />Mr. Cardinal moved to approve the minutes as corrected. Seconded by Mr. <br />Bohjanen. Carried. <br />The Clerk inquired whether a three - member Health Board would be appointed as <br />indicated by a letter from the State Board of Health. Mayor L'Allier asked for <br />volunteers; there were none. Mr. Locher advised that it was not necessary to <br />have a three -man Board; the Health Officer fulfilled the Statutes requirements. <br />A letter regarding the disposition of books and other materials belonging to the <br />gld Municipal Court was mentioned. Mr. Locher reported that a section of the books, <br />Northwest Reports, had gone to the County Court. He will try to price these items <br />for sale by contacting the Marvin Company, dealing in such items. <br />Mr. Bohjanen moved to grant a kennel license to Mr. William Morrison for 1969. <br />Seconded by Mr. Jaworski. Carried. <br />Mr. Cardinal moved to approve the Cigarette licenses for the following: Jerome <br />Hauer, Luther LeVesseur, Annie Ross, Anthony Nathe, John Wright, DeLores Peters, <br />and Mary Howard. Seconded by Mr. L'Allier. Carried. <br />The Clerk stated that the rezoning fees had been paid by Mr. Clagget of Aqua - <br />Floats Corp, but that nothing had been heard from Mr. Blomquist or Mr. Wiener. <br />The Clerk was instructed to check with the County Welfoare Board on the Winer bill. <br />The Clerk reported that sufficient voter registration materials had been re- <br />ceived so that work on the cards could begin. Mr. Bohjanen stated that we should <br />adopt an ordinance instituting voter registration. However, Mr. Locher read from <br />Statute 201.02 which stated that voter registration may be instituted by either <br />ordinance or resolution. Mr. Bohjanen then moved that Voter Registration be <br />instituted in Lino Lakes by intent of resolution. Seconded by Mr. Jaworski. Carried. <br />
