170 <br />Lino Lakes Council meeting of August 22, 1966 was called to order at <br />8 p.m. by Mayor Domning. All members present. <br />Minutes of the last meeting were read. Motion by Backlin, second by <br />Domning to accept the minutes as read. Motion carried. <br />Mr. Locher reported on progress to clean up conditions on the Windom <br />realty property at 6981 Sunrise Avenue. A representative of the company <br />had failed to appear at the Council meeting as requested. Motion by Ross <br />second by Damning to contact the village health officer to check the <br />premises. Motion carried. <br />1 <br />Mr. Anderson, of the Anoka County Surveyor's Office, reported their progress <br />in the county and our village on a remonumentation program for horizontal <br />control of land. All section corners will be located and/or permanently <br />marked. This work began in 1959 and will be completed in another t to 7 <br />years. Mr. Anderson requested the village notify his office if any markers <br />are damaged through road maintenance etc. A criminal offense exists where <br />any of these monuments be defaced or removed. <br />Clerk Zelinka reported Mrs. Sarner's concern as to her reappointment to <br />the Village Assessors position. Mrs. Sarner must begin her bookwork <br />before the end of 1966. Motion by Ross, second by Backlin to reaffirm <br />Mrs. Sarner's appointment from January 1, 1966 for 2 years as Village <br />Assessor. Motion carried. <br />Mrs. Peters, co-owner of Red Floor Inn (now DBA/Knotty Pine Inn) had <br />contacted the village in regards to I.S.P. checks, picked up morethan a <br />year ago by then Councilman Irving Anderson and turned over to Mr. Locher. <br />Mr. Locher had previously assured Mrs. Peters the village can do nothing <br />about the situation, but would check into her complaint again. <br />A letter was read from Johnson Bros. Construction stating the company is <br />posting an additional 10,000 performance bond to cover restoration of <br />Rondeau Lake Drive used as a haul road in borrow pit operations. <br />Treasurer reported a balance of $24,714.74 plus $5,000 in bank certificates. <br />Backlin motioned, second by L'Allier, to purchase an additional $5,000 <br />in certificates. Motion carried. <br />Mr. Locher reported on the long standing Judicial Ditch #3 situation. <br />He had written to two judges and received no answers. The Anoka County <br />Auditor's Office had advised that the Washington County Attorney should <br />initiate proceedings for settlement. <br />Motion by Ross, second by Domning, the submitted list of 12 names for the <br />September 13th election board be approved. Motion carried. <br />Mr. Backlin reported continuous rain was causing muddy roads and slowing <br />gravel work. Motion by Domning, second by L'Allier for Backlin to get <br />a bid for sod to complete ditch work on Lakeview Avenue and Gladstone <br />Street. Motion carried.. <br />A decision was made to have the N.W. Bell Telephone Company designate on <br />a village map their below ground cables. <br />A meeting had been held with Mr. Thies, adjacent land-owner to the south <br />of 77th Street. As Mr. Thies had been uncooperative, Mr. Backlin stated <br />three alternatives in the matter; <br />
