Divine <br /> <br />APPROVAL OF MINUTES <br />The Minutes of July 16, 2009 were approved with corrections. <br /> <br />CONSIDERATION OF EDAC POSITION PAPER AS ADDENDUM TO EDAC PLAN <br />Ms. Divine stated she said she sees two issues: a process by which EDAC gets involved in <br />development, and criteria with which to evaluate a development. It was moved and seconded to <br />approve the list of Evaluation Criteria as a part of the EDAC strategic plan. Motion passed <br />unanimously. Members discussed EDAC roles at neighborhood meetings and whether EDAC <br />members should take the lead at those meetings and introduce the developer. General consensus <br />was that EDAC should not take lead roles, that is the developer’s responsibility. EDAC can act <br />as mediator to provide resolution between the developer and council. It was agreed that EDAC <br />would put the Economic Development Process on the next agenda for further discussion. <br /> <br />CONSIDERATION OF BRINGING EDAC PLAN TO CITY COUNCIL FOR <br />APPROVAL <br />It was moved and seconded to place the EDAC Plan on the City Council agenda for approval at <br />its August 24, 2009 council meeting. Motion passed unanimously. <br /> <br />CONSIDERATION OF RECOMMENDATION OF SUPPORT FOR THE CONCEPT <br />PLAN FOR A GROCER ON HODGSON ROAD/COUNTY ROAD J. <br />It was moved and seconded that EDAC recommend that the city council provide support to <br />the developer to move forward with the concept plan for the grocery store that this developer <br />proposes. This recommendation recognizes that a range of issues need to be addressed to a <br />reasonable satisfaction. EDAC requests council direction on whether the committee should <br />continue to work with the developer to move this development proposal forward. Motion passed <br />unanimously. <br /> <br />CONSIDERATION OF AMENDING THE ZONING ORDINANCE TO ALLOW <br />PUBLIC, EDUCATIONAL AND RELIGIOUS BUILDINGS AS CONDITIONAL USES <br />IN GENERAL BUSINESS AND LIMITED BUSINESS ZONING DISTRICTS AND <br />AMENDING THE CITY CODE SO THAT THE SEPARATION DISTANCE FOR <br /> 1
